Conducts comprehensive economic analysis of the telecommunications and/or media industries. Provides expert technical economic advice on Commission rulemakings, including evaluation of the validity and significance of economic analyses submitted to the Commission. Provides economic analysis and support for mergers and transactions reviewed by the Commission. Provides economic and data analysis for Congressionally mandated reports. Develops narrative, statistical, and/or graphical reports of analysis. The incumbent also has the opportunity to publish working papers or other independent research related to communications and Commission priorities.

The Office of Economics and Analytics is a highly collaborative and collegial environment with approximately 60 economists. Most projects are performed in interdisciplinary teams of economists and other professional staff (attorneys, engineers, statisticians, and computer programmers).

Applicants must meet eligibility and qualification requirements by the closing date of this announcement with the exception of those candidates requesting consideration at the GS-12 grade level based on completing a Ph.D. If you are a graduate student who will complete a Ph.D. by August 1, 2023, you may request GS-12 consideration. Verification of fulfillment of degree requirements will be required prior to appointment. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement in order to be considered for the position. Candidates must have held the next lower grade or have equivalent education and/or experience in the normal line of progression for this position for a least one year.

Unofficial or official transcripts must be submitted to verify educational qualification requirements. If transcripts are not submitted, candidates will be deemed ineligible.

Basic Requirements: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience--courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Additional experience and educational requirements: Specialized Experience: Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience: GS-12/13/14: For this position, specialized experience involves a background in microeconomics (applied or theoretical) and/or econometrics. Applied microeconomics fields include industrial organization and others, such as labor, transportation, urban, or environmental. For candidates with applied microeconomics qualifications, specialized experience also includes application of appropriate estimation methods to the analysis of large data sets. Specialized experience involves research and/or analysis of consumer or firm behavior or other economic outcomes under varying market structure conditions. Candidates will have undertaken research and/or analysis that require considerable planning and coordination and will have demonstrated an ability to work on multiple complex projects simultaneously. Prior experience should include the full range of responsibilities, from initiation of the investigation and design of the economic research methodology, through the interpretation of findings and preparation of a final report. As independent professionals responsible for each step of the investigative process, economists are accountable for the thoroughness of their research and the validity of their interpretations and conclusions. Specialized experience may also include regulatory economics, including rate of return regulation, regulatory pricing, financial forensic analysis, and/or regulatory accounting issues. Specialized experience may also include a teaching position in a college or university which included both class instruction in microeconomics or the relevant related fields mentioned above and either 1) relevant independent microeconomic research, 2) direction of graduate theses in microeconomics, or 3) service as a consultant or advisor on technical applied, theoretical, or regulatory microeconomics problems. GS-12: In addition to meeting the basic requirements, you must have a Ph.D. or equivalent doctoral degree (or will receive one by August 1, 2022), and/or 1 year of specialized experience at or equivalent to the GS-11 grade level in the Federal service. This level of experience in the field is demonstrated by experience such as: candidate has performed research used in publications in peer-reviewed journals (even if candidate is not an author of a peer-reviewed journal publication), and/or candidate has assisted senior economists in the teaching of economics courses and/or candidate has contributed to agency policy-making involving microeconomic analysis. GS-13: In addition to meeting the basic requirements, you must have 1 year of specialized experience at or equivalent to the GS-12 grade level in the Federal service. This level of experience in the field is demonstrated by experience such as: candidate has at least one credited publication in a peer-reviewed journal or has made significant contributions to one or more publications in peer-reviewed journals and/or candidate has significantly assisted senior economists in the teaching of courses in microeconomics or the relevant related fields mentioned above, and/or candidate has made significant contributions to agency policy-making involving microeconomic analysis. GS-14: In addition to meeting the basic requirements, you must have 1 year of specialized experience at or equivalent to the GS-13 grade level in the Federal service. This level of experience in the field is demonstrated by experience such as: candidate has at least two credited publications in peer-reviewed journals or has made significant contributions to two or more publications in peer-reviewed journals and/or candidate has supervised research and/or thesis work of graduate economists in microeconomics or other relevant fields mentioned above, and/or candidate has played a lead role in analysis used in agency policy- making involving microeconomic analysis.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
