Duties

As Project Manager (SSBCI), you will be responsible for managing cost, schedule, and performance requirements for the State Small Business Credit Initiative (SSBCI) Program in the Program Management Office (PMO).

The Project Manager (SSBCI) duties and responsibilities include the following but not limited to:
  • Lead the PMO in establishing schedules to meet program milestones and budgets and the execution of project tasks.
  • Participate with the Program Manager in planning work to be accomplished, setting, and adjusting short-term priorities, and preparing work completion schedules.
  • Conduct briefings to senior level executives (SES or higher) related to project costs, schedule, and performance.
  • Provide advice and consultation to senior executives on priorities, and/or project schedules to maintain or restore proper balance to their activities; resolve technical and administrative conflicts.
This Job Opportunity Announcement may be used to fill other Project Manager, GS-0340-14, FPL GS-14 positions within the Minority Business Development Agency in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
  • Experience managing a program at or above $50 million in value.
  • Experience formulating priorities and implementing plans for and consistent with long-term interests of an organization.
  • Experience analyzing key performance information for the purpose of informing decisions, actions, communications, and accountability.
  • Experience establishing, implementing, monitoring, and evaluating internal controls.
  • Experience monitoring financial expenditures and using cost-benefit analysis to set and evaluate priorities.
  • Experience with Microsoft (MS) Project.
  • Experience briefing senior executive management.
