CACI is seeking a Project Engineering Manager to join our Engineering team on a contract supporting Department of Homeland Security. The Project Engineering Manager will oversee Information Technology (IT) projects in architecture and engineering services in the enterprise environment, varying in scope and complexity, supporting a 24/7/365 environment at DHS sites in the National Capital Region.

They will work closely with other teams, departments, and organizations to successfully manage these projects from cradle to grave. This is a people manager position with direct reports.

About the Role:

Serve as a Project Engineering Manager responsible for successful project planning, implementation, and closeout. Responsibilities include:
  • All areas of Project Management from initiation through closeout, ensuring the successful execution of the project in support of government customer's mission, goals and objectives.
  • Manage a team of architects and engineers in networking, systems, and unified communications.
  • Assess project requests from government customer and ensure technical assessment.
  • Generate and provide project cost estimates and rough orders of magnitude to government customer including surge support and staff augmentation.
  • Interview and select candidates to fulfill technical requirements.
  • Manage performance of team and conduct employee evaluations.
  • Document and track the project lifecycle in ServiceNow PPM.
  • Document and manage all issues and risks, developing and maintaining a risk register and mitigation plan.
  • Facilitate all necessary project meetings, to include requirements gathering, project kick-off, technical exchange meetings, design review, project status meeting, project closeout meetings and all ad-hoc and post-mortem meetings necessary.
  • Work closely and across different engineering teams to manage the project effectively.
  • Work across the program to manage the transition of projects from engineering to O&M, cyber architecture, and solution development, to systems integration.
  • Provide appropriate reporting and drive towards on time delivery by working directly with stakeholders.
  • Provide recommendations for process development and improvement.
  • Contribute to documentation in the Knowledge Base, Standard Operating Procedures (SOP), work instructions, and job aids.
  • Conduct performance evaluations of engineering staff.
  • Ensures the timely recruitment and training of engineering staff.

More About the Role:

  • Track and manage initiatives, deliverables, customer relations, and project management reviews.
  • Develop and produce documentation, reports, and presentation slide decks.
  • Prepare and present briefing materials to staff, executives, and federal customers. Interactions involve client meetings and interfacing with senior management.

Required Qualifications:

  • Ability to obtain TS/SCI DoD Security Clearance (active TS preferred)
  • Ability to obtain Department of Homeland Security (DHS) Entry On Duty (EOD) - Active EOD preferred
  • B.A./B.S. or equivalent + 10 years of relevant experience
  • Project Management Professional (PMP) certification
  • Previous experience in a supervisory role managing or leading an engineering project team
  • Previous experience generating project cost estimates and rough orders of magnitude
  • Previous hands-on engineering experience
  • Strong communication skills (verbal and written)
  • Strong Microsoft Office experience, predominantly Excel, Visio and PowerPoint

Preferred Qualifications:

  • Previous DHS or DoD experience
  • Any of the following certifications is highly desired:
    • COMPTIA A+, or Network+, or Security+
    • ITIL Foundation
    • Other IT technical certifications
  • ServiceNow Project Portfolio Management
