Job Description:

What You'll Get to Do:
CACI is seeking a System Integrator (SI) Senior Subject Matter Expert (SME) for the Integrated Personnel and Pay System - Army (IPPS-A) Increment II Program. Provides subject matter expertise for Army military pay and accounting policies, processes, and procedures for one or more Army components (Active, Reserve, National Guard), to include deployed operations in support of war or humanitarian operations. In this role, you will participate in all Software Development Life Cycle (SDLC) phases to define system requirements, and design, develop, test, and deliver the IPPS-A. In addition, you will participate in Army PM forums for stakeholder collaboration and other SDLC purposes, to include leading the SI participation as required, prepare and edit Program documentation and lead or participate in SI internal forums and project teams.

More About the Role:

As the SME - Army Military Pay you provide internal SI understanding of Army military pay and accounting processes and procedures, and related input and validation for all relevant system capabilities across the full SDLC, to include preparing associated Program documentation.

Specific duties and responsibilities include:

- Maintain currency in understanding of Army military pay systems, policies, and procedures. Identify emerging relevant technologies, and Army military pay policies and procedures that may result in improvements to current processes and systems solutions.

- Within Army PM forums, collaborates with customers to gather information, define complex work problems, and design system solutions and procedures to resolve problems and deliver required capabilities.

- Lead functional analysis to document complex process steps, tasks and their inter-relationships. This includes Fit-Gap/Blue-Printing analysis and demonstrations, course of action (COA) analysis, and development and review of associated Program documentation.

- Participate in design and development of functional and technical solutions, and development and review of functional and technical documentation to provide SME input and review.

- Participate in all SDLC levels of testing to provide SME validation and recommendations for corrections or improvement.

- Develop and deliver oral presentations and explains the most complex material in a clear fashion.

- Provide effective direction and guidance to less experienced staff.

- Review the work of others to detect errors or needed modifications.

You'll Bring These Qualifications:
  • Bachelor's degree or equivalent years of experience with at least 16 years of related experience
  • Sixteen years of experience providing Army military pay support for one or more Army components (Active, Reserve, National Guard) and an understanding of associated military pay and accounting policies and procedures.
  • Understanding of Army military pay policies, processes, and procedures for deployed operations in support of war or humanitarian operations.
  • Understanding of Army military pay operational metrics.
  • Experience leading teams.
  • Experience preparing and delivering oral presentations.
  • Must be able to obtain a Secret clearance; a current Secret clearance preferred.


These Qualifications Would be Nice to Have:
  • Master's degree
  • Experience in PeopleSoft HCM software.
  • Experience providing Army military pay support in a deployed environment in support of war or humanitarian operations.
  • Experience providing Army military pay support in a classified environment.
  • Experience in developing a software system under the DODI 5000.2 (Operation of the Defense Acquisition System).
  • Experience in developing an Army military pay system.
  • Understanding of the DOD Finance and Accounting (F&A) Enterprise Standards.
  • Understanding of the Standard Financial Information Structure (SFIS).
  • Understanding of the DOD Business Enterprise Architecture (BEA).
  • Understanding of the DOD Human Resources Management (HRM) Enterprise Standards.
  • Understanding of the DOD Common Human Resources Information Standards (CHRIS).
  • Understanding of Agile software development processes
  • Understanding of Business Process Model and Notation (BPMN)
  • Understanding of the DOD Architectural Framework (DODAF)
  • Understanding of Army military pay support for more than one Army component
  • Understanding of Army personnel processes and procedures for one or more Army components
