Job Description:

The Program Operations Analyst (PA) supports a Program Manager (PM), Assistant Program Managers (APMs), Project Managers and other analysts on a range of complex program activities requiring application of a wide range of qualitative and/or quantitative methods for assessment of complex management processes, systems, and mission support programs. The PA supports the execution of a diverse portfolio of projects across multiple customers. Projects typically include a mix of R&D, software development, systems integration, and customer operations support.

What you'll get to do:

Assist with management of cost, risk, schedule, and performance. The PA performs tracks and analyzes actual vs. forecast costs, reports on various other program performance indicators.

Work with managers and external customer personnel to track, monitor, and report on program execution (e.g., budgets, milestones, deliverables, high-level/functional requirements, etc.) for successful delivery.

Track performance of efforts throughout the project lifecycle, beginning with cost proposal generation and continuing through project award, planning, requirements definition, resource/cost management, schedule management, submission of deliverables, and project closeout. Ensure all deliverables are met per the contract.

Work with subcontractors, vendors, and customers to support program objectives

Provide status and financial/spend plan reports to external customers monthly and answer as-needed customer programmatic data requests.

Assist Project Managers in providing a final package of deliverable documentation at project closure.

Work with PMs and technical leads on generation of cost estimates and cost proposals to sustain and grow the business.

Coordinate on-site customer meetings and support the Program Manager, Assistant Program Managers and Project Managers while interfacing with external customers

Qualifications you'll bring:

Education/Experience: Bachelor's degree required. A degree in Business, Management, Finance, Accounting, or a related field highly preferred with 5 years of related work experience.

Required Skills:
  • Strong financial management skills
  • Ability to set and meet deadlines
  • Skilled with Microsoft Office applications to maintain spreadsheets, create program documents or develop power point presentations.
  • Experience with MS Project
  • Excellent organizational skills
  • Excellent communication and presentation skills
  • Excellent written communication skills
  • Excellent time management skills with the ability to handle multiple tasks simultaneously
  • Open, collaborative team player
  • US Citizenship is required

These Qualifications Would be Nice to Have:
  • Experience with US Department of Defense (DoD) contracting processes and requirements
  • Experience in development, coordination, and execution of major projects (multi-discipline, broadly scoped, etc.), especially technical programs in DoD or Intelligence Community
  • CAPM/PMP Certification
  • TS/SCI clearance or ability to obtain one

Pay Range: The proposed salary range for this position is $59,400-$121,800. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
