Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Transportation or a related field. A minimum of four (4) years of progressively responsible experience in research, analysis, and execution of a full range of activities including personnel, training, and organizational standards development.

Or equivalent combination of post high school education in business administration, public administration, transportation, or a related field. Six (6) years of progressively responsible experience in research, analysis, and execution of a full range of activities including personnel, training, and organizational standards development.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties :

This is confidential, analytical, personnel administrative support work. The employee processes a wide range of TSSM's personnel hiring, training, and administrative support activities. The employee ensures the effective and efficient monitoring, tracking, and coordination of various employment actions, training programs, and grievance tracking system. The employee prepares management reports and correspondence and coordinates the work and input of managerial staff to ensure timely completion. Assists in developing and overseeing administrative procedures and implementation of management information systems. Employee initiates and maintains extensive contact with key personnel Authority-wide.

Assists in the development and execution of TSSM administrative procedures. Coordinates with staff and various departments to execute in a timely manner TSSM's vacancy announcements, personnel actions, and training activities ensuring consistency with the Authority's policies and procedures.

Analyzes and prepares reports based on confidential information regarding employee performance evaluations, personnel actions, and organizational

Participates in hearings, meetings, and conferences as a representative of the Office and follows-up with reports and/or recommendations as appropriate.

Responsible for the development , coordination, and implementation of TSSM employee awards programs and initiatives to improve overall employee performance.

Develops or works with consultants to produce training plans and assures mandatory training is completed by employees. Keeps records and notifies department of individuals who have not completed mandatory training.

Prepares reports on mandatory and other training status. Develops an annual training plan.

Evaluates proposals and presentations from outside consultants, makes recommendations on preferred consultant.

Works with management and union representatives to establish appropriate apprenticeship program.

May work variable hours.
