An Overview
The Management Analyst III in the Early Childhood Services Division, assists the Chief in improving the efficiency and effectiveness of agency operations through responsibility for special projects and on-going tasks related to such management functions as short and long range planning, program evaluation, program development, performance measurement, grantsmanship, management and organizational analysis, and management systems design and implementation.
An incumbent in this class provides training and consultation to staff and monitors the installation of revised practices and procedures. Performance of this work requires initiative and the exercise of independent judgment. The work requires considerable written and oral communication skills to interact with other staff whose work is being reviewed for quality, compliance and outcome purposes.

The ideal candidate will have Thorough knowledge of the principles and practices of public administration; good knowledge of the application of management information systems regarding organizing data and creating dashboards; good knowledge of the community and its needs in order to develop and coordinate resources and programs; Extremely organized and detail oriented; Proficient with Microsoft Office Suite and/or related software. Ability to collect, analyze, interpret and prepare data, and the ability to utilize this data in order to evaluate programs and community needs and establish short and long-range plans related to program needs and staffing requirements. Ability to convey information clearly in both writing and speaking and good listening skills to understand issues and recommend appropriate solutions. Ability to work as a team toward achieving the division’s goals. Ability to think creatively to solve problems. Ability to use their time efficiently to complete projects on schedule. Ability to develop and maintain community contacts; Ability to work from home with telework as part of the weekly schedule when required to do so.

The Center for Children and Families (CCF) provides programs and services for Behavioral Health, Domestic Violence & Sexual Assault, Child Welfare & Child Protective Services, Early Childhood and Youth Development. CCF provides compassionate, collaborative and effective person and family-centered services based on best practices. Our teams support self-determination, safety, recovery and resiliency for Alexandria children and all residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.
Minimum & Additional Requirements
Four-Year Degree; Considerable experience in a position involving public administration, program planning and evaluation, and the forecasting of budget and other program/departmental needs; and completion of college level courses in public administration, accounting, and management practices; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Preferred Qualifications
At least one year of experience in data management, program evaluation, and continuous quality improvement. At least one year of experience in gathering and reviewing business requirements to create and validate usable reports. At least one year of demonstrated experience in extracting, formatting, analyzing, managing, communicating and explaining reporting results and methodologies. At least one year of experience in use of data analytics software, computer assisted statistical or business intelligence programs (e. g. SAS, R, SAP Business Objects, Tableau, Power BI, PowerPivot).

- Participates in short and long-range planning related to program needs and staffing requirements;
- Reviews and audits consumer case record documentation according to pre-set indicators to assess compliance and enters data into a centralized database, follows up outcomes of the reviews with staff and clinicians, and prepares monthly statistical reports and analysis;
- Assists with external audits and inspections;
- Coordinates performance measurement activities and reviews program goals and objectives, and recommends improved efficiency and effectiveness measures;
- Plans, organizes and manages resources (in-kind, grant funding, and volunteers) to bring about the successful completion of specific project goals and objectives;
- Recommends revisions/ improvements deemed necessary;
- Designs and carries out program initiatives in collaboration with partners;
- Provides analysis for best solutions and develops logic models to guide work initiatives.
20% Communications
- Coordinates with OPA to develop the Early Childhood Services Dashboard;
- Manages strategic planning efforts for partnership steering committees, and various work groups;
- Writes and/or edits docket reports directed to City Council, and prepares responses to referrals from City Council;
- Performs related work as required.
