$2,500 Signing Bonus*

Works at the I-66 Transfer Station Complex who has extensive knowledge, skill, and ability in solid waste industry methods, heavy equipment, and supervision of operations, as well as equipment maintenance and coordination and supervision of staff and equipment for a large volume municipal waste transfer station and transportation operation. Participates in long range planning for public works/environmental services management operations, emergency responses, and capital projects, and reviews equipment condition and performance to plan for replacement cycles and upgrades. Supports the development and implementation of succession plans for site operations leadership. Provides the necessary oversight and support for emergency operation programs (e.g., snow removal, floods, etc.) and contingency plans. Maintains current and strong working knowledge of continuity of operations plans, critical infrastructure, environmental and regulatory compliance, and/or long-term engineering support needs is a key component for this position.

Through the use of subordinate staff, ensures sound supply management and the availability of necessary equipment to achieve safe, efficient, and high-quality operations in an environmentally sound manner. Supports and collaborates with site engineering, the environmental compliance staff, and county agencies in order to perform necessary facility maintenance and repairs while meeting all applicable county, state, and federal regulations. Coordinates operational support while monitoring county municipal waste transfer and transportation operations as well as construction and environmental remediation projects.

Other responsibilities include approving/recommending change orders and contract payments, assisting with developmental strategies for debris collection and disposal in response to natural disasters, emergencies and court ordered directives, resolving issues with customers, contractors, or engineers, and directing emergency response practice drills.

Monitors service providers and material supply contracts to ensure compliance with county procurement standards and procedures. As needed, prepares technical specifications for Department of Procurement and Materials Management (DPMM) contracts, and serves as liaison with the agency's financial administration group and DPMM on procurement actions. Monitors operations, maintenance, and repair costs to ensure compliance with financial and budgetary goals, including the maintenance of databases, and the preparation of reports as directed.

Community outreach also falls under the purview of the Assistance Complex Manager, and includes coordinating facility tours, giving educational presentations, responding to citizens’ written and verbal requests for information or assistance, and presenting technical information at citizens’ meetings.

*A $2,500 signing bonus is available to new county employees hired in the Public Works Environmental Services Specialist position after completing six months of employment with satisfactory performance. Applicants must possess a valid CDL at time of application submission to be eligible.

Illustrative Duties

  • Supervises, evaluates, develops and implements multiple public works environmental services programs in wastewater, solid waste or stormwater management;
  • Supervises the operations and maintenance of a solid waste management program facilities to include the I-95 Landfill Complex, the I-66 Transfer Station Complex, and/or the Newington Solid Waste Collection Complex;
  • Monitors special projects and ongoing operations to ensure compliance with environmental laws and regulations, and recommends changes as necessary to ensure continued compliance;
  • Coordinates agency operations in response to county-wide environmental initiatives;
  • Collaborates closely with site engineering, environmental compliance staff, and county agencies in order to perform necessary facility maintenance, repair, and meet all applicable county, state, and federal regulations;
  • Prepares technical specifications for contracts, and serves as liaison with the Department of Procurement;
  • Resolves problems with engineers and contractors, approves or recommends approval of change orders and, as authorized, approves contract payments;
  • Monitors construction costs;
  • Coordinates and directs training sessions for operations and administrative staff;
  • Reviews and develops reports, maintains large and complex databases, and maintains files in accordance with permit conditions of the environmental services area;
  • Participates and assists in long range planning for public works environmental services management operations, emergency response, and capital projects;
  • Prepares continuity of operations plans identifying critical infrastructure and single point of failure sites;
  • Provides day to day oversight of and support for programs such as emergency operations planning, disaster recovery, and operations contingency plans;
  • Assists in developing strategies for debris collection and disposal in response to natural disasters and emergencies;
  • Directs emergency response practice drills;
  • Reviews equipment condition and performance in order to plan for replacement cycles and upgrades;
  • Ensures that county stormwater management regulations are followed and best management practices are implemented to prevent releases of stormwater;
  • Develops and documents administrative management policies and procedures related to environmental operations;
  • Researches and develops operations or systems instructional material and standard operating procedures;
  • Responds to citizen written and verbal requests for information or assistance, and presents technical information at citizen meetings;
  • Provides customer service with information and assistance to co-workers, county staff and the general public;
  • Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;
  • Clearly communicates safety expectations;
  • Resolves safety-related matters in a timely manner;
  • Complies with safety competencies.


Required Knowledge Skills and Abilities

  • Comprehensive knowledge of heavy equipment and large commercial vehicle operations.
  • Thorough knowledge of emergency response procedures in the assigned public works/environmental services area;
  • Comprehensive knowledge of federal, state, and local environmental rules and regulations;
  • Thorough knowledge of safety regulations, safety review and investigative procedures;
  • Thorough knowledge of purchasing methods, procedures and policy;
  • Thorough knowledge of automated purchasing/inventory management system;
  • Thorough knowledge of contracting procedures;
  • Thorough knowledge of computers to include computerized maintenance management system;
  • Ability to evaluate, develop, and implement various aspects of a particular wastewater, solid waste, or stormwater management program or area;
  • Ability to supervise staff supervise, coach and train staff;
  • Ability to collect and compile research data;
  • Ability to prepare reports, specifications, and procurement and contract documents and to present information in a clear and concise format;
  • Ability to communicate effectively both orally and in writing;
  • Ability to establish and maintain effective working relationships with other county agencies, citizen's groups, community, county, and state officials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to: Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus two years of experience in an environmental, engineering or construction management program.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Class "A" commercial driver's license (CDL).
  • DOT Medical Card upon hire.
  • Solid Waste Management Facility Operator within 18 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • At least six years of work in operations within a solid waste program or a related field.
  • Fleet maintenance experience or experience following maintenance programs for waste collection equipment at least 3 years.
  • Extensive experience supervising large numbers of employees in the solid waste industry, preferably in a large industrial facility at least 4 years
  • Working knowledge and experience with computer software applications such as Microsoft Excel and Microsoft Word.
  • Experience with Lytx Drive Cam at least 3 years.

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to work in hot and cold temperatures.
Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in adverse weather conditions. Ability to lift up to 50 pounds. All duties performed with or without reasonable accommodations.
