Duties

  • Planning, directing, coordinating, and evaluating all aspects of animal program activities in order to meet long-range, urgent and unique requirements of programs for quality laboratory animals, laboratory support services, and targeted research.
  • Monitor and evaluate the impact of federal and state legislation affecting the use of animals in biomedical research and guides the Institute through compliance with federal and local regulatory controls regarding animal care and use.
  • Provide consultative services to DIR research investigators and the biomedical research community at large regarding selection of appropriate animal models, animal physiology, nutrition, genetics, disease, breeding, and environmental conditions.
  • Develop and implement policies and procedures to ensure the health, welfare, and genetic integrity of laboratory animals.
  • Conceives, plans, conducts, and coordinates independent and collaborative studies that pertain to animal husbandry, disease diagnostics and treatment, mating systems, colony management, technical and surgical refinements, and environmental control.
  • Establish policies on management, administration, personnel actions, research and development, husbandry practices, record keeping, space allocation, sanitation, disease prevention and treatment.
  • Plans work and sets priorities for AP Sections; evaluates the performance of employees, approves leave, interviews candidates for AP positions, and makes hiring decisions. Hears complaints and resolves problems not resolved at lower levels.

Qualifications

EDUCATION REQUIREMENT

Successfully completed the requirements for a Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have been certified by the Educational Commission for Foreign Veterinary Graduates (ECFVG). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have proof that my education is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. This equivalency is established by an AVMA-accredited veterinary medical school or college that has accepted my final transcript at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL).

ADDITIONAL QUALIFICATION REQUIREMENTS
You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-14 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Managing and operating a AAALAC accredited animal care program comprised of rodents and aquatic animals to include mastery of clinical medicine of rodent and aquatic species, provide budget oversite of program area, assist senior leaders in developing and implementing plans to support research priorities, advise biomedical researchers on the selection and appropriate animal models, animal physiology, nutrition, genetics, disease, breeding, and environmental conditions, mentor and supervise personnel including veterinary and administrative staff, exhibit positive and collegial interactions with staff at all levels and with scientific staff to promote and facilitate their research and scholarly contributions, and provide oversight of Public Health Service funded research to ensure compliance with all applicable PHS guidelines.
