Duties

This position serves as a technical advisor to the Division Director, Finance and Administration on financial matters, including the application of Federal accounting and audit standards, establishing new and improving current internal financial controls, and automating financial information. The incumbent ensures that ARC utilizes processes that are suitable for the accounting standards it employs and provides ARC management (Federal, State, and Commission) with financial performance data and reports required for program management across a wide range of areas. The incumbent must have strong technical, analytic, and organizational skills. The individual must have the capability to think strategically and communicate effectively. An appreciation for and dedication to customer service is critical to be successful in this position. This position reports to the Director of Finance and Administration.

  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required.
  • Occasional travel within the thirteen-state Appalachian region may be required. Must possess & maintain a valid driver's license.


Qualifications

Required Qualifications:
  • Demonstrated ability to prepare monthly, quarterly, and annual financial statements including the evaluation and validation of financial statements in accordance with FASAB and OMB Circular A-136, related transactions and trial balances, general ledgers, subledgers, cash and bank reconciliation, SF133 to the Statement of Budgetary Resources reconciliation, Treasury Statement of difference, GTAS, fluctuation analysis.
  • Master of the concepts, principles, practices, laws, and regulations of budgeting and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity.
  • Adept knowledge of Federal accounting standards and systems, including General Ledger and Federal accounting systems requirements, Federal auditing standards, and CFO legislation.
  • Demonstrated ability to coordinate, oversee, and prepare complex accounting analyses and reconciliations to support the financial statements and compliance with Generally Accepted Accounting Principles (GAAP), FASAB, and OMB Circular A-136.
  • Ability to effectively manage accounting systems through external resources or internal staff.
  • Knowledge and application of OMB budget and reporting requirements.
  • Strong planning and time-management skills to include goals setting and meeting deadlines.
  • Impeccable communication skills: clear articulation and engaging presentation style.
  • Strong ability to use decisiveness, problem-solving, critical thinking and decision-making tools.
  • Excellent analytical and prioritization skills.
  • Core competencies: accounting (financial management) personnel in the federal government, accountability, adaptability, collaboration, communication, critical analysis.
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.


Education

  • Bachelor's degree and 5-7 years of relevant experience.
  • Certified Government Financial Manager (CGFM) or preferred Certified Public Accountant (CPA).
