Job Summary
Aptive is seeking a Program Manager to support digital transformation within the Department of Veterans Affairs (VA) Financial Services Center.
Within the FSC, the Financial Technology Service (FTS) is responsible for all Information Technology including requirements analysis and sizing, backlog management, scrum team governance, incremental/sprint planning, business value, dependency management, risk and impact analysis, scheduling, budget vs actual labor reporting, configuration management, testing, infrastructure operations, application modernization, cyber security, process improvement, and Agile Release Train orchestration.
FTS's IT products address a broad array of VA's enterprise requirements including timekeeping and payroll; accounting; financial reporting and auditing; healthcare claims processing; accounts payable and payment processing; employee travel and charge card; employee relocation; financial data analytics; and financial integration.
This role can be performed in Austin, TX or fully remote.

Primary Responsibilities
- Serve as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations
- Monitor the performance of SLs and Products and provide expert SME input to PMO and FSC leadership that will improve the overall Portfolio Management maturity of the PMO.
- Manage team assignments for SL resources.
- Responsible for quality assurance over the SL Program and Product deliverables
- Update, maintain, and improve SL and the Product related process documents in the Product Management Playbook and other FSC documents
- Continuously seek to create partnerships and build relationships between technology and business operations at FSC, the VA enterprise level, and across federal government
- Regularly update, maintain, and improve FSC Portfolio Scrum Team Roster
- Provide overall direction of program activities
- Manage and maintain contractor interface with the senior levels of the customer's organization
- Consult with VA and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations
- Establish and maintain technical and financial reports to show progress of projects to management and customers
Minimum Qualifications
- Bachelor's degree in Engineering, Computer Science, or Related Scientific /Technical Discipline is required
- Possess at least 10 years of experience leading a Portfolio using SAFe and PLM as well as expertise managing financial services portfolios of similar size and complexity
- Proven federal government consulting experience in a large program
- Ability to rapidly prioritize competing requirements
- Ability to understand and simplify customer requirements
- Ability to communicate end user feedback to technical and design leads
- Strong communication skills
- Proven knowledge of industry standards
- Ability to travel onsite in Washington, DC
- Demonstrated ability to work in PowerPoint and quantitative strengths in the creation of detailed analytical models using Excel and various tools
- Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S.

- Demonstrated experience managing program budgets and large teams
- Information System implementation to include planning, migrating, and transitioning from an existing solution
- Agile and scrum methodologies aligned with Veteran Focused Integration Process (VIP)
- Familiarity with Process Improvement/ Process Design practices, such as:

- Lean

- Theory of Constraints
- Government Policies and Procedures related to IT implementation
