Duties

The incumbent reports directly to the Chief Deputy and has primary responsibility to create and maintain the CM/ECF dictionary and related tables, testing new releases and events and analyzing CM/ECF processes and procedures to improve Panel operations. The incumbent develops, analyzes, and evaluates training needs for this system within the Clerk's office and serves as the Panel's training coordinator for both internal and external customers.

The Panel is a statutory national court under federal jurisdiction and is governed principally by 28 U.S.C. § 1407. It was created by Congress in 1968. The statute provides that the Panel shall consist of seven Article III judges appointed by the Chief Justice, each of whom must reside in a different Circuit. The statute gives the Panel the authority to "centralize" related actions pending in different districts by ordering the transfer of all such actions into a single district for pretrial management. The Panel is headquartered in Washington, D.C.

Representative Duties
  • Creates and maintains the CM/ECF data dictionary; configures necessary changes to CM/ECF tables, menus, and forms; tests new events, applications, and version updates to CM/ECF; creates and maintains modification logs related to changes in CM/ECF.
  • Collaborates with supervisors on operational aspects of the CM/ECF system and acts as a resource for ECF issues including processes and procedures related to electronic filing. Assists with the development and revision of docketing procedures.
  • Analyzes and evaluates various system options and develops creative solutions to resolve current problems and minimize future difficulties with the CM/ECF system.
  • Serves as the training coordinator for the Panel and assists the management team in the assessment of training needs for both internal and external customers. Assists in the development of short and long-term training plans and development goals.
  • Designs, develops and facilitates training programs for internal and external users. Training programs include, but are not limited to, the following: CM/ECF; Panel-developed applications; changes in procedures and processes; changes in legislation; team building; technical and professional development; and other topics as needed.
  • Prepares and updates training aids including: web-based manuals for internal and external CM/ECF users; interactive tutorials; and electronic and print material to assist pro se litigants.
  • Identifies, plans and arranges the various logistical needs of training programs such as meeting space, audio/visual aids, manuals, furniture and equipment.
  • Estimates expected time of completion of work, and prepares reports concerning these matters as requested. Reports to operations supervisor on the performance and training needs of docket clerks and provides feedback to supervisor for performance evaluations.
  • Maintains Panel-wide and individual employee training records and serves as the court training contact to the Administrative Office, the Federal Judicial Center and other court units nationwide, notifying staff of programs and training materials available from the FJTN, JOU, and other resources.
  • Researches and assists management with special projects such as updating forms, developing informational packets for the public and the bar, and development of new products and services implemented by the Panel.
  • Responsible for the upkeep of the Panel's internal and external websites and works closely with IT staff to ensure the accuracy of its' content.
  • Manages the Panel's registration program for both internal and external users seeking to use the Panel's case management system.
  • Other duties as assigned.

Required Qualifications
Court Operations
  • Thorough knowledge and understanding of the policies and procedures in the operational function of the Panel so that applications can be implemented within the CM/ECF system. Good knowledge of the ECF dictionary language and how to effect changes to the CM/ECF system. Knowledge of legal terminology and Panel rules and procedures.
Panel Operations
  • Extensive knowledge of case opening, docketing, and the functions and procedures of Panel operations. Knowledge of judiciary policies set forth in the Guide to Judiciary Policies and Procedures. Knowledge of various Panel administrative processes, policies, and procedures. Knowledge of legal terminology and Panel rules and procedures.
Judgment and Ethics
  • Knowledge of and compliance with the Code of Conduct for Judicial Employees and the Panel's confidentiality requirements. Ability to consistently demonstrate sound ethics and judgment.
Written and Oral Communication/Interaction
  • Ability to communicate effectively, both orally and in writing with a wide variety of people within and outside the Panel. Ability to interact effectively and appropriately with the public. Ability to comply with regulations, rules and procedures and to follow detailed instructions.
Information Technology
  • Extensive knowledge in the use of automated applications, equipment, with demonstrated skill in using a wide variety of office equipment and software applications, on-line manuals, and presentation software. The ability to research and utilize software and technical equipment effectively is essential.
Preferred Qualifications
  • The primary focus of the job is to keep the CM/ECF database operating and accurate with little interruption.
  • Incumbent recommends and advises management on procedural issues that could affect the efficiency and quality of the Panel's operations.
  • The work directly impacts the mission of the Panel, assures timeliness, accuracy, consistency, and quality of the CM/ECF operational processes by continually updating and improving the CM/ECF dictionary system, creating new events to enhance the system for Panel users, and the bar.
  • The incumbent analyzes and interprets data from the case management system and may report analysis to management. Incumbent ensures the accuracy and completeness of data and compliance with the Panel's rules and policies.

Pay System and Benefits
The Judicial Panel on Multidistrict Litigation falls within the Judicial Branch of the U.S. Government. Panel employees are "Excepted Service Appointments". Excepted Service Appointments are "At-Will" and can be terminated with or without cause by the Panel at any time. Federal Government Civil Service classifications or regulations do not apply. Panel employees are subject to mandatory Electronic Funds Transfer (EFT) for payroll deposit.
