Duties

This series covers positions performing clerical and administrative support.
  • Vacancies filled under this public notice may have varying levels of promotion potential and supervisory level, if any.

As a Human Resources Assistant you will:
  • Analyze in-coming work and conduct pre-processing reviews. Apply knowledge of personnel actions processing to ensure correct nature of action coding, identification of proper appointing authorities, identification of correct legal authority code(s), position type, adherence to veteran preference laws, and general pay setting rules including selection of appropriate pay rate determinant and all action-specific remarks are present on the Request for Personnel Action (RPA), are applied to all routine actions.
  • Identify processing/data entry errors and/or trends that will be used by Human Resources Specialists within the Operational Services Division and SSC, to identify possible training needs within the specific SSC or throughout the U.S. Department of Energy (DOE).
  • Participate as a member of working groups and/or other special focus groups that have been convened to assess unusual or inter-related processing or pay/data entry problems. Assist with identification of underlying problems later be used by Human Resources Specialists in the Operational Services Division, to arrive at options or alternatives.
  • Participate in monthly/periodic audits of personnel actions and data entry or processing operations. Conduct review of actions and identify errors; make recommendations to higher level employees on how to correct errors; and participate in gathering 'lessons learned' from audit processes that will later be used to identify activities (e.g., training that might be needed to overcome unacceptable trends).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-5: You must have one year of specialized experience at the GS-04 grade level or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized Experience for this position includes:
  • Utilizing computer systems and tools to prepare and update documents and reports.

OR EDUCATION: You may substitute education for experience as follows: Four (4) years of education above the high school level.

OR COMBINATION: You may qualify by a combination of experience and education. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Example: 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience).
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-6: You must have one year of specialized experience at the GS-05 grade level or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized Experience for this position includes:
  • Applying a standardized body of rules and procedures sufficient to perform a wide range of human resource administrative duties.; AND
  • Responding to inquiries via email or telephone.
NOTE: There is no substitution of education for specialized experience at the GS-6 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-7: You must have one year of specialized experience at the GS-06 grade level or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized Experience for this position includes:
  • Managing multiple human resource priorities such as responding to customer inquiries, reviewing reports, and recognizing errors.; AND
  • Reviewing and proofreading human resource documents for completeness, identifying any needed corrections, and taking appropriate action to have corrections completed.
NOTE: There is no substitution of education for specialized experience at the GS-7 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-8: You must have one year of specialized experience at the GS-07 grade level or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized Experience for this position includes:
  • Researching and analyzing human resource data from various systems and making an necessary updates or corrections.; AND
  • Reviewing and analyzing human resource data from various systems to create reports or various documents.
NOTE: There is no substitution of education for specialized experience at the GS-8 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
