Duties

  • Duties are listed at the full performance level.

  • Applies accounting and auditing concepts, practices, and techniques to audits.
  • Assesses program or operational efficiency and effectiveness, as well as compliance with laws, regulations, and policies.
  • Prepares audit reports to provide information on program operations and to identify root causes of deficiencies.

Qualifications

THIS IS AN OPEN CONTINUOUS ANNOUNCEMENT. This type of announcement provides the Forest Service with a readily available source of applicants when vacancies occur. Eligibility and qualifications will be verified when there is a vacancy for the location and grade for which you applied.

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the date the certificate of eligible candidates is issued. Basic Requirements:
  • Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or,
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • In addition to meeting the Basic Requirements, you must also possess experience and/or directly related education in the amounts listed below.

    GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as two or more of the following: implementing financial audit plans and procedures; and/or applying auditing techniques to complete the evaluation of financial data and other relevant information; and/or preparing corrective actions or recommendations to resolve financial audit deficiencies/findings (such as modifying management systems, financial/accounting systems, workflow, etc.).
    -OR-
    3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
    -OR-
    An appropriate combination of specialized experience equivalent to at least the GS-09 grade level and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

    GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as three or more of the following: planning and conducting audits of financial systems where there is considerable variability in functional responsibilities; and/or applying a variety of audit techniques to complete the evaluation of financial information and data; and/or preparing financial audit reports to provide information on work processes, identify condition(s) and cause(s) of deficiencies/findings, and recommending corrective actions; and/or preparing working papers using input analysis to prepare formal financial audit reports.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the date the certificate of eligible candidates is issued.
