Westat is looking for an experienced, resourceful, and results-driven Human Resources Project Manager to deliver long-term benefit to Westat's people and culture. As a Human Resources Project Manager with Westat, you will help identify opportunities for improvement and will plan, lead, and manage projects that significantly grow our capacity, efficiency, and effectiveness in Human Resources. The ideal candidate will be a senior-level HR practitioner with expert project management skills, results-oriented, thorough, and able to execute projects within agreed-upon deadlines. We are seeking a project manager that enjoys getting involved in processes, rolling up their sleeves, and doing the hard work while driving employee engagement.

This position is based on-site in Rockville, Maryland and will have a hybrid work arrangement (with some periodic travel).

Job Responsibilities
• Provide insight, guidance, and feedback on retention strategies, reward & recognition programs, department/divisional reorganizations, and organizational design
• Analyze employment data and trends to design and execute strategies for Westat's workforce, focused on how we staff, onboard, develop, and retain employees
• Contribute to the development of best practices within Human Resources to ensure consistency and scalability
• Develop and lead cross-company working groups to ensure collaboration from all areas in the Company
• Manage projects to successful completion within designated parameters
• Oversee the integration of and activities related to a recent acquisition

Basic Qualifications
• 7 - 10 years of experience in Human Resources with a demonstrated track record of driving transformational improvements at increasing levels of complexity including 5+ years of experience project management
• A Bachelor's degree, preferably with an emphasis in Human Resources, Organizational Development, Industrial Psychology or Business.

Preferred Qualifications
• Experience launching and managing talent programs from design to successful deployment in areas such as organization design, performance management, leadership development, employee relations, succession planning and talent development
• Understanding of people analytics, compensation, total rewards and budgeting
• Excellent conflict resolution and problem-solving ability
• Ability to work under deadline pressure
• Self-driven with a solution-oriented approach
• A strategic thinker that can focus on tactical and operational issues in a fluid environment, leveraging data to drive decisions.
• Comfort with ambiguity and ability to use sound judgement to drive complex issues to resolution
• A strong service orientation, high level of enthusiasm and a desire to help others succeed and grow
• Excellent organizational skills - can successfully manage multiple projects simultaneously, while maintaining attention to detail

Minimum Qualifications
