Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area is seeking a highly motivated and qualified transportation professional. This position is a member of the On-Street Parking team, Capital Projects and Traffic Engineering Division of the Fairfax County Department of Transportation, with primary responsibility for managing the Residential Permit Parking District and Community Parking District programs.

Program responsibilities include:
  • Evaluates parking program requests for eligibility;
  • Manage parking demand studies - process, analyze, and report results and provide recommendations to Board of Supervisors’ office staff;
  • Uses Access and ArcGIS to create, issue, and evaluate qualifying public petition packages;
  • Prepares public hearing documents, schedule public hearings, and present proposed districts at Board of Supervisors meetings;
  • Manages inventory of program materials;
  • Evaluates and updates public content for program web pages, including program maps using ArcGIS;
  • Provides training and on-going support to program staff, Fairfax County Police, and citizens on usage of permit issuance system; and
  • Administers the resident permit renewal process. Attends the public hearings, workshops, community, state and national events. Off-site meetings may require the operation of a personal and/or county vehicle.

Other duties include:

  • Use ArcGIS to maintain relevant map layers, version editing to maintain interactive web maps, and run SQL queries;
  • Maintain all program databases to ensure data is accurate and up to date;
  • Supervise annual inventory of parking program signage, including overseeing staff project schedules and assignments;
  • Attend meetings and present information to residents, community associations, other agencies, and District Board of Supervisors’ offices;
  • Manage procurement contracts for signage and program materials;
  • Review parking ordinances and make recommendations for amendments;
  • Generate program-related correspondence to district Supervisor’s Offices and residents;
  • Communicate verbally and in writing with residents and district Supervisor’s Offices regarding parking issues; and
  • Perform other duties as assigned, including assisting with other traffic and parking management projects.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Thorough knowledge of the principles and methods of traffic engineering and analysis.
  • Two or more years of experience in parking planning or parking program administration.
  • Two years of experience in using Geographic Information System (GIS) tools, database software, design software, and/or traffic analysis tools.
  • Strong project management skills, ability to organize and coordinate multiple projects and assignments, and establish priorities;
  • Experience in preparing and reviewing transportation or parking analysis;
  • Experience in coordinating with local and state government entities, including elected officials
  • Excellent written and oral communication skills, strong negotiation skills;
  • Ability to establish and maintain effective working relationships with fellow employees, public officials, and the general public.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
