Job Announcement
Working as a key member in a team environment in the E-Government division of Department of Information Technology (DIT), this position will be primarily responsible for managing complex programs and projects for the overall county digital platforms. Responsible for full solution implementation and provides technical and operational guidance for integration of digital government requirements with business systems. Provides vision, principles and architecture design and be involved in driving cloud-native development strategy globally for the county. Serves as a county-wide technical lead in web and mobile application development to create and maintain IT applications. Acts as the lead web developer, gathering requirements around functionality and translating those requirements into simple but effective web and mobile solutions, designing mobile user interfaces, developing, and maintaining websites, enhancing web/mobile user experience. Creates compelling mobile device specific user interfaces and experiences while optimizing performance for the apps/web. Stays abreast of mobile/web technology trends and provides analysis and recommendations as technology landscape evolves. Supervises other web architects; coordinates the web-related activities of all agencies from a county-wide enterprise perspective.
The position is required to be on rotating call (after hours) for monitoring and supporting the County Web environments and must be available at any time as needed for system maintenance and respond to county emergency support and Continuity of Operations (COOP) activities. Participates in other DIT and county activities and events as assigned.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Completion of an associate's degree in computer science or graphic arts; plus internet/intranet experience that is demonstrated by the completion of at least five projects using platforms and technologies listed in the preferred qualifications section of the job announcement, and/or five years of ongoing internet/intranet development or support tasks. An industry recognized certification can be substituted for some of the experience that is required.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
Bachelor's degree in a computer related field or seven plus years work experience in related field. Proven development experience in mobile and desktop web application development. Strong object-oriented design and programming skills with knowledge of information architecture design. Extensive experience in developing internet/intranet pages, sites, applications, and reports using technologies like .NET Core, ASP.NET, C#, PHP, SharePoint, JavaScript, MS SQL, and Oracle. Understanding of Infrastructure as Code (IaC), DevSecOps principles, tools, and their application for cloud-native applications including Terraform, Kubernetes and Docker. Familiar with cloud computing platforms like Azure, AWS and GCP. Experience in application integration with cloud-based services like Microsoft Identity Platform, Microsoft 365, and Power Platform. Experience on web service integration (SOAP, REST, JSON, XML) and development using web technologies. Good understanding of HTML5, CSS, ASP.NET, JavaScript, jQuery, Ajax, and Drupal. Experience with mobile application development and a demonstrable portfolio of released applications on the App store and/or the Google Play store. Knowledge of using social media APIs. Detail oriented with the ability to work within tight timelines on multiple projects simultaneously. Ability to lead initiatives and people toward common goals. Excellent oral and written communication, presentation, and analytical skills desired.
