Job Announcement

Under direction of the director, serves as one of two deputy directors for the Department of Animal Sheltering. Serves as the primary manager for the Fairfax County Animal Shelter, Lorton Campus.

Provides leadership and direction for the efficient and smooth operation of both Shelters, including overseeing facilities management, animal care, behavior and training, and veterinary medical care for all shelter animals.

The Animal Shelter Deputy Director will:
  • Ensure quality animal care and shelter cleanliness, with a strong focus on excellent customer service.
  • Ensure quality programming that is in accordance with the organization’s mission, goals, management, and resources.
  • Be responsible for managing budgets, supervising staff, and writing policy and procedures.
  • Provide professional level oversight of multiple department divisions.
  • Serve on department, industry, and county-wide teams in a professional capacity as appropriate.
  • Serve as division manager in the absence of a division manager.
  • Serve as acting department director in the absence of the animal shelter director.
  • Perform other duties as assigned.
The Deputy Director may be required to work shifts and/or be transferred to any Department of Animal Sheltering facility.

Schedule: Generally, Monday-Friday, 9am-5:30pm; some evenings and weekends may be required.

  • Assists in the formulation and development of programmatical policies, goals, objectives, standards, and procedures;
  • Performs the full range of supervisory duties and responsibilities over subordinate professional, para-professional, technical, and clerical positions in assigned division(s) or facility;
  • Provides professional management-level assistance to the Agency Director in developing organizational goals and objectives, as well as developing general and specific methods and programs necessary for the achievement of those goals;
  • Assists in tracking and analyzing organization performance metrics to determine strategic policy or operational changes and assists in the development and implementation of change strategies;
  • Responds to requests from elected officials, municipal authorities, regulatory boards, and other County agencies to clarify and resolve actual/potential problems;
  • Responds to inquiries, inspections, and requirements from regulatory bodies such as the Virginia Department of Agriculture and Consumer Affairs, the State Pharmacy Board and DEA and the State Department of Environmental Quality;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility;
  • Interfaces with central County staff departments such as Department of Management and Budget, Finance, Department of Human Resources, Internal Audit, Risk Management, Purchasing and Supply Management, Facilities Management, Office of Emergency Management and the Department of Public Works and Environmental Services for seamless collaboration;
  • Ensures that County programs reach the intended populations and targeted benefactors.


Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles and practices of managing an animal facility or managing a business in the private sector or governmental agency;
  • Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload and workload capacity, and staffing needs of the organization;
  • Extensive knowledge of statutory and regulatory requirements governing the operations of a public animal shelter;
  • Advanced knowledge of proactive animal welfare programs, national and regional animal welfare trends and programs; and local animal welfare organizations;
  • Knowledge of legislative and executive decision-making processes;
  • Knowledge of requirements and processes of central County departments such as DMB, DHR, Internal Audit, Risk Management and OEM;
  • Ability to plan, organize, coordinate and direct work of subordinates;
  • Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation;
  • Ability to work collaboratively with related outside organizations such as other animal welfare groups, Animal Protection Police, the Animal Services Advisory Commission, and Friends of the Fairfax County Animal Shelter.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in animal or behavioral sciences, business administration, public administration, or a related field; plus four years of supervisory experience managing an animal facility or relevant management experience in the private industry or government sector.

CERTIFICATES AND LICENSES REQUIRED:
Driver's License (Required at the time of application)
Fear Free Shelter Certification (Required within 3 months)
Euthanasia certification required for supervision of Schedule III drug inventory within 6 months of appointment.

NECESSARY SPECIAL REQUIREMENTS:
  • Must have current pre-exposure rabies vaccination and tetanus vaccination.
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.
  • The appointee to the position will be required to complete the following to the satisfaction of the employer:

    • Driving Record Check

PREFERRED QUALIFICATIONS:
  • At least five years of management-level experience in an animal shelter, animal welfare organization, or other animal care or control organization.
  • Experience managing government agency divisions.
  • Advanced knowledge of proactive animal welfare programs, as well as national and regional animal welfare trends.
  • Proficiency using software applications, including Microsoft Office Suite, Volgistics Volunteer Database, Pet Point, Chameleon, or other Shelter management software.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee is required to walk, stand, sit, bend, kneel, and climb stairs; may be required to lift or carry up to 50 pounds occasionally. Uses hands to grasp, handle, or feel. Ability to operate keyboard-driven equipment. Visual acuity is required to read standard text and data on a computer monitor. Ability to communicate clearly with others, orally and in writing, and make presentations. Must be able to fill out and review paperwork associated with the position. Sufficiently mobile to attend meetings and trainings at various locations. Must not have allergies to animals that will impede working in an animal environment. Pre-exposure rabies vaccination (Required within 3 months). Subject to random drug testing. All duties must be performed with or without reasonable accommodations.
