Job Description

The Senior Capital Program Manager will be responsible for coordinating and managing all activities associated with major capacity capital development projects for Alexandria City Public Schools (ACPS). The Senior Capital Program Manager assists in administering and advancing the 10-year capital program modernization campaign. The Senior Capital Program Manager collaborates with multiple stakeholders, including City and ACPS senior leadership, contractors, architects, planning and design professionals, ACPS project managers, and associated staff personnel to complete projects on schedule, within the scope, and within budget. In addition to the roles the Senior Capital Program Manager serves as a critical leader on the Capital Programs, Planning, and Design team, the Program Director, will be asked to coordinate, assist and manage elements of the Teaching, Learning & Leadership office to the extent that they support the capital program.

This position reports directly to the Director, Office of Capital Programs, Planning and Design. This office is responsible for the management, oversight, and execution of all capacity construction and project management activities for ACPS, as well as capital planning and budget development.

Qualifications

Education: Bachelor's degree in construction management, facilities-related engineering (mechanical, electrical, energy, etc.), architectural design, or related fields. Master's degree preferred.

Certificates & Licenses: Project Management Professional (PMP) Certification, Certified Construction Manager (CCM) Certification, Facility Management Professional (FMP), or LEED Certification or related certifications preferred.

Experience:
  • Seven to ten years of highly successful experience in design and building construction, facilities operations and planning, or buildings and grounds logistics management. Public schools experience preferred.
  • Demonstrated experience with civic offices and public engagement in construction projects
  • Knowledge of design and construction laws, codes, and regulations
  • Knowledge of facility inspection, quality controls, safety assurance methods, and associated metrics.

Essential Functions
  • Directs day-to-day coordination and integration of the ACPS capital improvement budget capacity work, including planning, real estate development, related studies, coordinating program development with education planners and others, and design, engineering, and construction program of educational facilities.
  • Provides management oversight of comprehensive strategies to deliver the CIP on scope schedule, and budget
  • Collaborate with ACPS departments, schools, and offices to ensure CIP meets and supports the academic and capacity objectives of the division and complies with the respective board policy and local, state, and federal requirements.
  • Supports the Director in carrying out the capital improvement plan.
  • Provides advice and guidance to members of the Senior Leadership Team, other ACPS consultants, and partners on plan matters.
  • Develops periodic technical, schedule, planning, financial and other reports for projects in the planning, design, and construction phases.
  • Coordinates meetings and conferences to manage the respective administrative, support, and technical program requirements
  • Serves as a representative and liaison for the CIP program with local officials and the general public
  • Manages technical staff, consultants, contractors, and other agencies to expedite the completion of planning, design, and construction
  • Performs other duties as assigned to support the Division

Knowledge, Skills, and Abilities
  • Must maintain current driver's license and be able to operate a vehicle to travel to and from construction sites and campuses
  • Ability to establish and maintain effective relationships with others.
  • Highly effective verbal and written communication skills in a public setting.
  • Ability to keep accurate records, prepare timely and detailed reports and make presentations on behalf of the program with various audiences and types of groups
  • Proficient in using Microsoft Office Suite applications (MS Word, Excel, and PowerPoint), Google document applications, and project management software. Able to learn ACPS software with training as provided
  • Must be able to understand and follow board policies and division administrative guidelines

Clearances:
  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
