POSITION ANNOUNCEMENT

DIRECTOR OF FINANCIAL SERVICES

12-month Exempt Staff, Full-time Regular Position

Position Number 102950

This position will serve as the Chief financial officer for the Department of Agricultural and Resource Economics. They will oversee all department financial accounts including State, federal capacity, sponsored project, and foundation accounts. Primary areas of responsibilities include budgeting and account management, sponsored projects, human resources, procurement, travel, and strategic planning. Liaison to the college and campus administration on fiscal and personnel matters.

Specific Responsibilities Include:

 Fiscal –

o Oversees all department financial accounts including State, federal capacity, sponsored projects, and foundation accounts totaling approximately 7.5 million dollars annually.

o Responsible for budget and account preparation, review, reconciliation, accountability and reporting.

o Formulates short and long term budget projections and updates department chair monthly on budget matters.

o Provides oversight and account management for travel, purchasing, procurement and inventory.

 Sponsored Projects –

o Assists faculty in grant proposal preparation, budgeting, justification, cost-sharing, and routing.

o Serves as primary department liaison with the college and campus research offices and funding agencies on all fiscal matters.

o Assists faculty with post-award administration including payroll set-up for university personnel, purchase orders, procurement of services, subcontracts and collaborative arrangements with other universities, monthly reconciliation and reporting of project expenses, submission of IRB applications and renewals, timely submission of reports required by the sponsor, and award closeout.

 Personnel –

o Responsible for all personnel functions for faculty, staff, graduate students, hourly employees and official visitors, including processing required for international students and visitors.

o Oversees payroll for approximately 80 employees.

o Supervises and manages staff in the department business office.

 Strategic Planning –

o Advises department chair and AREC faculty on strategic and operational planning, budgets, resource allocation, department infrastructure needs, sources of revenue, administrative services, and college and university policies.

 General administration –

o Coordinates with the department chair, faculty, staff and graduate students on business related matters.

o Acts as liaison to the college fiscal office, the Office of Research Administration, the office of Sponsored Program Accounting and Compliance, University Human Resources, the Office of International Services and other campus offices on fiscal and personnel issues.

o Other business, personnel, or administrative duties as needed by the department

Qualifications:

Required –

 A Bachelor’s degree with a major in accounting, business administration or related field.

 Five or more years of budgetary management experience, outstanding leadership, management and organizational skills in higher education.

 Experience with both pre- and post-award management of Sponsored Projects.

 Demonstrable experience with preparing detailed financial analysis and long-term budget projections.

 A strong working knowledge of accounting systems, personnel systems, financial policies and procedures.

 Knowledge of business computer applications and excellent computer skills.

 Demonstrated ability to pay close attention to detail.

 Strong interpersonal, written and verbal communication skills.

 Sound understanding of federal regulations regarding fiscal management of federal funds such as OMB “Super Circular” (Uniform Guidance); Federal Acquisition Regulations.

Preferred –

 Master’s degree in business administration, management or related field.

 Seven or more years of professional experience.

 Experience with University specific systems such as PHR, eTerp, BPM, Kuali Financial System (KFS), Kuali Research (KR), ELF, and WOW.

Physical Demands of the Position:

This is primarily a sedentary position involving extensive use of desktop computers. Repetitive typing motions involved. Vocal communication is required for expressing or exchanging ideas, hearing is required to perceive information. Visual acuity is required for preparing and analyzing written or computer data.
