PdM TENCAP is chartered with the responsibility of executing the Army's Tactical Exploitation of National Capabilities (TENCAP) program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities. PdM TENCAP responsibilities include support to Headquarters Department of the Army (HQDA) to maintain connections to national and theater systems, prototype development and transition of technology into Army systems, and acquisition of equipment as directed by the TENCAP General Officer Steering Group (TGOSG) and Assistant Secretary of the Army (Acquisition, Logistics & Technology) (ASA(ALT)).

Summary:

The Financial Database Manager will provide technical expertise for the computer database, maintain, and record all transactions amongst the financial databases and perform analysis, evaluate, and recommend for all aspects of planning, programing, and budgeting for TENCAP initiatives.

Work you'll do

As a Financial Database Manager within our TENCAP team, you will:
  • Provide technical expertise for computer database actions and maintenance of historical artifacts for all Planning, Programming, Budgeting, and Execution System (PPBES) actions executed within PdM TENCAP.
  • Maintain and record all transactions within the directed Army financial databases and ensure updates for incoming and outgoing funds are accurate and timely.
  • Draft and provide recommendations to required documentation for PEO financial reviews, including monthly, quarterly, and end of year, and IAW latest federal fiscal, as well as DoD and Army regulations and guidance.
  • Be proficient in and shall operate the following automated systems:
  • General Fund Enterprise Business Systems (GFEBS)
  • GFEBS-Sensitive Activities (GFEBS-SA)
  • Logistics Management Program (LMP)
  • Wide Area Workflow (WAWF)
  • G-Invoice software, Program Budget Accounting System (PBAS)
  • Advanced Analytics (ADVANA),
  • Cost Comprehensive
  • Requirement System (CCaR)
  • Enterprise Funds Distribution System (EFDS)
  • Maintain and improve PdM TENCAP's financial and resource management database tool for the PdM TENCAP IAW CDRL C002.
  • Perform analysis, evaluation, and recommendations on all aspects of planning, programing, and budgeting for TENCAP initiatives.
  • Apply knowledge in acquisition, program and budgetary laws, policies, and regulations to TENCAP projects and programs.
  • Provide draft plans and recommendations on program cost analysis, annual/multi-year, and long-range fiscal planning.
  • Other duties as assigned

    Minimum Qualifications:
  • Bachelor's degree in Business Administration, Economics, Accounting, Finance, or related field
  • 7+ years of experience in managing financial databases
  • 8+ years of experience in DoD financial accounting operations and processes
  • Top secret clearance required with the ability to obtain Sensitive Compartmented Information (TS/SCI)
  • The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief

    Required:
  • Strong communications skills (both written and oral), strong customer service, and excellent interpersonal skills with the ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
  • Ability to design and maintain technical and project documentation.
  • Ability to utilize business resources efficiently and effectively.
  • Excellent organizational, presentation, and customer service skills.
  • Ability to perform team assessments and evaluations.
  • Ability to identify and solve project issues efficiently and effectively.
  • Ability to define requirements and plan project lifecycle deployment.
  • Ability to define and schedule project/program implementations.
  • Ability to occasionally work after hours, including nights, weekends, and holidays as required.
