Fairfax County's Department of Information Technology is currently seeking a Network Operations Center (NOC) Manager to manage and run DIT’s NOC.

Supports the county’s IT infrastructure and a critical role in the management and day-to-day operations of the NOC. The NOC Manager will be responsible for the monitoring, troubleshooting, and resolving of tier 1 and 2 infrastructure issues which including network issues, hardware problems, and other IT infrastructure issues. The position will ensure that continuous monitoring of endpoint protection/detection for anomalies using designated escalation paths for remediation. The individual would review and monitor security and event log data for unauthorized access and initiate to be conducted by the Information Security Office as necessary.

Performs tier-3 escalation support and act as the point of contact in the NOC for all inquiries from other agencies. The NOC Manager will manage all related agency operational expectations and ensure continual process improvement within the NOC including but not limited to automation of NOC tasks and reporting, implementation of enterprise-wide monitoring initiatives, and routine administration tasks. The position will identify areas for process and efficiency improvement within the NOC; recommend prioritized enhancements and oversee implementation. They will also need to perform other duties as assigned.

Note: Position may be required to manage evenings and/or night shifts on a regular or rotating basis, to include weekends and holidays, if necessary.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science, or closely related field; plus six years' experience in systems design, development, and maintenance in a large information systems environment, including considerable supervisory experience.

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement.   • Three (3) years of progressively more responsible general computer/network operation experience.
  • Three (3) years of experience working in an information technology service and support environment.
  • Knowledge of the procedures and techniques used in the operation of network and peripheral equipment hardware.
  • Knowledge of and skill in the use of applicable enterprise technologies.
  • Proficiency in the use of technology and hands on experience with industry leading infrastructure monitoring tools (i.e. Dynatrace, Splunk, Microsoft Sentinel, etc.)
  • Ability to communicate effectively, both orally and in writing.
  • Experience working in a 24/7/365 data center environment.
  • Knowledge of the field of cybersecurity and the methods of assessing and maintaining computer security.
  • Knowledge of common security tools like intrusion detection systems and SIEM software.
  • Ability to handle business critical or time sensitive issues that require direct involvement with end users and agency customers in providing services.
  • Ability to provide assistance, guidance and training to less experienced technicians, end-users, and management.
  • Ability to work independently or as part of a team.
  • Ability to perform research and find relevant information to assist in routine tasks, projects, and assignments.
  • Ability to assist users in troubleshooting and solving systems and programming problems.
  • Ability to communicate technical information clearly and effectively and translate technical terminology into simple, non-technical language.
  • Ability to update and maintain support request tickets/records and create reports.
  • Ability to respond to after-hours and emergency operations on-call.

Position is primarily sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 10 pounds in weight. Work assignments may also require that the employee participate in video and web-based teleconferences and travel to a variety of locations.
