Responsibilities: This position provides overall management and oversight of pre-ward services including seeking funding opportunities, faculty development, and overseeing proposal review and submissions and serving as the authorized organizational representative for the Office of Research and Sponsored Programs at Bowie State University. This individual is responsible for collaborating with campus administrators, academic units and external stakeholders to assist with proposal development and submissions and to ensure compliance with university and agency regulations. As the Institutional Authorized Representative, the incumbent is responsible for endorsing and submitting proposals; and as related to pre-award activities, will act as the certifying official for assurances, providing representation and expanded authority as required by Federal and State statues, as well as executing sponsored activities documents to bind the Institution contractually. This position serves as the point of contact and liaison for sponsored agency officials, University administrators, and faculty and staff for pre-award administration activities. In collaboration with the AVP for Research and Grants and Contracts Manager, the Director is responsible for dispersing information (verbal, written and electronic), interpreting regulations, developing and implementing procedures, resolving problems, articulating funding activity projections, participating in long and short-range planning, and publishing data and reports relative to pre-award research activities.

Qualifications: A Bachelors degree is required. A Master’s degree preferred. A minimum of seven (7) years experience in leading grant administration, grant writing, development or a related field required. Senior level management experience preferred and experience in a university setting preferred. Candidates must have strong interpersonal skills with the ability to work well with individuals from all areas of the academic community, the federal government, foundations, the corporate world, and others as appropriate.

Strong analytical, organizational, interpersonal, and communication skills; ability to prepare written documents that are clear concise and grammatically correct as well as spreadsheets for reporting and tracking purposes; ability to lead by example, and have a commitment to furthering the mission of Bowie State University. General knowledge of Federal regulations, guidelines, and practices.

SALARY: $85,000 - $92,000
