Manages work of the Treasury and Credit Sections for NAF Business and Support Services Division, Headquarters Marine Corps.  Independently performs professional financial management work and assumes technical responsibility for all Treasury functions at the corporate level that support overall financial operations.  Serves as the subject matter expert to Headquarters senior staff personnel, senior financial officials at commands and agencies regarding Marine Corps Community Services (MCCS) Treasury operations.  Manages, monitors, and reports on Treasury operations of an integrated financial management system to include accounting, budgeting and forecasting, and managerial financial reporting.

Serves as central point of contact at Headquarters to help MCCS field finance offices with financial and reporting issues and initiatives regarding Treasury operations and acts as liaison between field and other headquarters organizations.  Provides advice and authoritative opinions to management officials on corporate level financial management functions that support overall financial operations and interface with automated support systems and controversial issues.  Provides expert analysis and technical expertise on the designated financial systems applications and functions. 

Routinely communicates with MCCS executive leaders, general officers, and senior DoD executives on treasury issues. Develops and maintain financial reporting structures that allow MCCS leaders to accurately monitor Treasury operations.  Uses several financial systems to efficiently manage data and create a comprehensive resource picture of cash, investments, loans, and forecasts. 

Leads the Treasury staff that performs the functions of cash management, centralized investments, NAF fiscal policy for treasury operations, banking operations, capitalization tracking, pension and 401(k) portfolio performance and Federal Reserve operations.  Places investments according to the strategy approved by the Investment Oversight Committee (IOC) of the MCCS Board of Directors (BoD) and in accordance with applicable directives and procedures. 

Manages MCCS banking relationships.  Coordinates innovative business solutions with field commands, Headquarters elements and external vendors.  Works closely with the Controller section to ensure correct and timely recording of financial transactions.  Works closely with the executive team to analyze business decision, strategize on budgeting and planning, and implement plans. Provides direct oversight of the Exchange Credit Program Responsible for Commercial Credit Programs like the affinity programs and others.  Coordinate credit programs with Business Operations (MRX) and the Command and Community Readiness (MRO) teams.

Oversees the relationship between the Marine Corps Community Service (MCCS) activities, Army and Air Force Exchange Service (AAFES) and the Navy Exchange Command (NEXCOM) for the administration and operation of the exchange credit program.

Supervises NF-4 full performance level employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

Recommends management actions or alternatives when analysis shows emerging opportunities, unfavorable trends or deviations from plans.  Uses technological systems to develop efficient, innovative financial reporting solutions to emerging reporting challenges.  Prepares plans, procedures, and instructions in accordance with financial guidance and provides executive level internal reporting useful in formulating short range and long range plans.  Supervises internal controls to include reviewing fiscal integrity of operations, accuracy of reports, adequacy of controls and system compliance with accepted accounting principles and federal laws and regulations.  Provides accountability for funds and assets, and disclosure of financial results for MCCS operations. 

Resolves problems for new activities and operations in which application of standard analysis and evaluation methods cannot be used.  Independently determines the scope of studies. Interprets and evaluates guidelines and references for local application.  Reviews expenditures to ensure funding is used as authorized.  Advises managers of changes to accounting systems and/or treasury operations.
