Senior Budget Analyst The George Mason University Office of Strategic Budgeting & Planning invites applications for a Senior Budget Analyst. We partner with the University to fundamentally transform the way we work and engage with our university partners to promote a transparent, accountable, responsive and innovative financial management culture.About the Position:Primary responsibilities are to compile and analyze State data and budget requests, enter information into the State DPB system, coordinate the submission of State reports and monitor the State Cardinal System. This position will be responsible for Auxiliary Enterprise revenue monitoring and projections as well as Auxiliary Enterprise budget adjustments; capital budgeting transactions. The position will support the planning, reporting, analysis, and development of policies and procedures for Auxiliary Enterprise budgets. This position supports the work of the Associate Budget Director for Auxiliary Enterprises and Capital Budgeting as well as colleagues within the Office of Strategic Budgeting & Planning and participates in the updating, planning, and forecasting of the University's All Funds budget.Responsibilities:Must have extensive experience working with highly complex models and have advanced knowledge of Microsoft Excel as well as other ad hoc reporting tools. The successful candidate must be willing to assess current processes and recommend process improvements while partnering and communicating with team members across the university to increase efficiencies in our planning process.Primary responsibilities are State data collection and budget requests with analysis of financial impact, entering information into State systems, submission of State reports; Auxiliary Enterprise revenue monitoring and projections as well as budget adjustments; and capital budgeting transactions.Facilitate operational budget developments for units and recommend changes to systems and procedures to conform with budget provisions;Perform statistical, fiscal, and other studies and analyses of budgets;Provide analytical support for complex budget projects;Make recommendations and provide technical assistance on budgets, taking into account administrative priorities, availability of resources, and impact on programs;Assist in negotiating budget issues which may include reviewing, researching and recommending alternative budget strategies;Plays key role in year-end close and reconciliation process; andPerform all duties of Budget Analyst.Required Qualifications:Bachelor degree in Business, Finance, Economics, Accounting, or related field, or equivalent combination of education and experience. Master's degree preferred; andGovernment or fund accounting.Level and type of experience:Substantial experience in a budgeting function including advanced Microsoft Excel, Word, PowerPoint, Ellucian Banner, or equivalent software and/or other ad hoc budget or financial reporting tools (at least four years preferred);Demonstrated experience in accounting principles, budgeting, and preparing analysis;Experience in developing electronic presentations and reports;Technical skills include proficiency in the use of spreadsheet software, effective use of presentation and multimedia software to create program material; ability to collect and evaluate data to develop valid conclusions and recommendations;Experience in analyzing complex data and developing logical solutions to complex problems; andStrong analytical, technical, and communication skills, including the ability to provide guidance, explain complicated concepts, and assist departmental users.Preferred Qualifications:Master Degree preferred.
