Senior Budget AnalystThe George Mason University, Operations and Business Services Department is looking for an enthusiastic and energetic person for a Senior Budget Analyst position. OBS's Finance and Operations unit develops and continuously monitors operating and capital budgets and forecasts, multi-year integrated financial plans, and financial activity for OBS overall, as well as its individual units. We are committed to excellent financial stewardship of resources in support of Mason's strategic initiatives. This unit oversees internal controls for all OBS units. We utilize data analysis and modeling to enhance financial analysis, forecasting, budgeting, planning, and reporting. Responsibilities: Primary responsibilities of the Sr. Budget Analyst are to compile and analyze financial information across all funds and make recommendations to the Associate Director of Finance and Internal Controls (ADFIC), OBS senior management, and unit leaders. The position supports the strategic planning, budget development, reporting, analysis, and modeling of OBS revenue and expense budgets and forecasts.Facilitate operational budget developments for OBS units and recommendation to unit leaders;Perform statistical, fiscal, and other studies and analyses of budgets and actuals;Provide analytical support for complex budget projects and OBS scenario modeling;Work with unit leaders to understand distinct operations and the effect on budget and financial planning;Make recommendations and provide technical assistance on budgets, taking into account administrative priorities and strategic goals, availability of resources, and impact on units;Assist in negotiating budget issues which may include reviewing, researching, and recommending alternative budget strategies;Play key role in year-end close and reconciliation process for OBS;Support ADFIC in monitoring internal controls, including ARMICS for OBS units;Lead and/or contribute to ad hoc projects and duties as assigned; andPerform all duties of Budget Analyst.Required Qualifications:Bachelor degree in Business, Finance, Economics, Accounting, or related field, or equivalent combination of related education and experience;Substantial experience in a budgeting function including advanced Microsoft Excel, Word, Power Point, Ellucian (SunGard Higher Education/Banner) or equivalent software, and/or other ad hoc budget or financial reporting tools (at least four years preferred);Demonstrated experience in accounting principles, budgeting, and preparing analysis. Experience in developing electronic presentations and reports;Technical skills include proficiency in the use of spreadsheet software, effective use of presentation and multimedia software to create program material; ability to collect and evaluate data to develop valid conclusions and recommendations;Experience analyzing complex data and developing logical solutions to complex problems; andAnalytical and technical skills, including the ability to provide guidance, explain complicated concepts, and assist departmental users.Preferred Qualifications:Masters degree in Business, Finance, Economics, Accounting, or related field, or equivalent combination of education and experience.
