Health Workforce Data Analyst and GIS DeveloperGeorge Mason University's College of Health and Human Services (CHHS), invites applications for the position of Health Workforce Data Analyst and GIS Developer. George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.About the Position:Mason Center for Health Workforce is seeking an advanced GIS developer and data scientist to maintain and enhance a web-based health workforce analytic and data visualization tool using ArcGIS Enterprise and supported ESRI applications such as Dashboards and Business Analyst. The incumbent will also develop data extraction and integration queries for health science and community economic data from multiple extant state agency databases access via the Virginia Longitudinal Database (VLDS) and federal health workforce databases. The candidate will work with a health services research team to develop web-based applications to visualize information that informs a policy makers, educators, and economic developers on matters related to supply and demand for health workforce across the Commonwealth of Virginia. This is a fully grant funded position.Responsibilities:The candidate will work remotely to provide technical expertise and guidance to the Center's research team and serve as data analyst for the work of multiple Regional Workforce Planning Partnerships across Virginia. The incumbent must be capable of working independently from and collaboratively in a team environment and have good organization, communication and interpersonal skills.Work collaboratively with Product Owners and Subject Matter Experts to identify and understand requirements;Develop and implement business and functional requirements for a health workforce analytic and data visualization tool;Develop web-based applications and data visualizations using ESRI ArcGIS Enterprise, ArcGIS Portal federated ArcGIS Server, ArcGIS Web AppBuilder, ArcGIS Online, and ArcGIS Desktop Pro or related applications (e.g., Power BI, Tableau) that meet project requirements;Coordinate with testers and solution architect on solution design and security related tasks;Use Python geoprocessing scripts and similar tools;Write and execute database queries to support data extractions for project analyses;Load and manage data on PostgreSQL database on Linux platform;Deliver results within agreed deadlines; andProduce accurate and comprehensive technical documentation such as system designs, process flow diagrams, data flow diagrams, decision trees, and data dictionaries to support continuity, maintenance and implementation of technical tools and systems.Required Qualifications:Bachelor's degree in a related technical field or equivalent combination of related education and experience; Master's degree preferred;Experience of developing web-based applications and data visualizations using GIS and/or data visualization software (generally 4-6 years);Advanced knowledge and experience (generally 4-6 years) using an enterprise geodatabase and relational database management systems;Experience managing large datasets, integrating data from multiple data sources, and preparing data for use in research (generally 4-6 years);U.S. citizenship or permanent resident status and the ability to pass a background investigation is required; andCandidate will be required to sign and adhere to data use agreements.Preferred Qualifications:Expertise using ESRI ArcGIS Enterprise/Portal/ArcGIS Online and GIS database design/management, Python geoprocessing scripts and similar tools;Expert knowledge of enterprise geodatabases and relational database management systems including, but not limited to ArcGIS Desktop, ArcGIS Server, ArcGIS Portal, ArcSDE, Python, and SQL Server;Experience with ArcGIS server/portal administration;Possess a working knowledge of the Virginia Longitudinal Data System; andProactively demonstrate new ideas and innovation.
