Major Duties:
  • Reviews personnel documents relating to proposed personnel appointment, change or separation actions which affect the pay of employees. Applies pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc., which at times involve conflicting requirements.
  • Utilizes data management system(s) to review, collect, and process payroll/documents.
  • Processes tax levies, collection of other debts due the U.S. Government. Determines the nature of errors and makes adjustments in the correct appropriation to a variety of interrelated accounts.
  • Reviews pending items and ensures that follow-up action is taken on all items pending for excessive periods of time.
  • Reconciles accounting systems output with input for accuracy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2022.

You may qualify based on your education/experience/combination as described below.

A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Education: Successfully completed education two years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

General Experience: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

OR

Combination of Education and General Experience: Applicants may also combine education and experience to qualify at the GS-04 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Per Office of Personnel Management General Schedule Qualification Policies , federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable.
