Duties

Support the Economic Security and Finance Intelligence Executive's (NIM-EFX) enterprise-wide strategic prioritization of mission management activities by ensuring the IC is properly resourced and aligned with priorities.

Serve as the EFX lead for developing, executing, and evaluating the Unifying Intelligence Strategy (UIS), Intelligence Planning Guidance (IPG), Strategic Investment Group actions, and other strategic mission management instruments.

Serve as EFX staff lead on IC efforts related all stages of the Intelligence Planning, Programming Budgeting and Evaluation (IPPBE) process.

Oversee NIM-EFX resource prioritization and maintain visibility on economic security and financial intelligence resource related issues across the intelligence community.

Foster and maintain productive working relationships with EFX program directors, ODNI resource personnel, ODNI leadership, and the IC to coordinate strategy development activities and account for evolving requirements; promote the implementation of mission and enterprise objectives.

Lead, plan, and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior United States (U.S.) Government agencies USG officials on resources, strategic plans, and program objectives.

Oversee EFX budget, to include contracting expenditures, travel, training, conferences, subscriptions, and others. Inform, anticipate, and address budget issues in support of EFX mission. Support and enable program directors and EFX leadership functions by ensuring they are properly resourced and compliant with ODNI and legal policies; develop effective working relationships with OGC, OLA, and other ODNI offices to do so.

Lead assessments to leverage best practices and lessons learned.

Develop, align, and monitor directed resources and budget allocations in support of current and future projects, informing investment decision-making and meeting internal DNI suspense, and formal IPPBE deadlines and milestones, including ensuring proactive obligations for EFX funding are met.

Assist EFX leadership in developing strategic engagement priorities and managing and organizing outreach to all relevant IC agencies and components. Organize and prepare EFX offsites and strategic planning discussions.

Track EFX compliance with organizational goals and deadlines, including those related to personnel management and human capital issues.

Must be a current permanent ODNI employee.

Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.

Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.

Superior analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to design and implement integration strategies for IC initiatives and programs, including the demonstrated ability to manage human, financial, and information resources.

Expert knowledge of the Intelligence Planning, Programming, Budget, and Evaluation System process and extensive experience developing inputs for every phase.

COTR Level 1 or willingness to complete certification within one year.

Desired Requirements

Superior ability to self-orient on team strategies, goals, and tasks, and work independently and with a team towards intelligence integration and NIM team objectives.

Superior knowledge of economic security, financial intelligence, and energy security components of IC organizations.

Superior knowledge of IC strategies (NIS, IMS, UIS); experience developing inputs for IC or IC agency strategic documents.
