Job Summary

Aptive is seeking a Project Manager to support the United States Coast Guard (USCG) in assisting the Office of Command, Control, Communication, Computers, Cyber, Intelligence (C5I) and Sensor Capabilities (CG-761) in identifying, developing and implementing business processes needed to efficiently execute their responsibilities as the Coast Guard's Requirements Management Office (RMO). This includes developing repeatable business processes to ensure efficient execution of the RMO's responsibilities and measure performance metrics against an industry approved standard such as the Capability Maturity Model Standard and certification.

Primary Responsibilities

  • Serve as the team PM and primary client point of contact, responding to requests for support and providing guidance on the contract, scope, quality, timelines, and budget
  • Develop and update work products such as a Weekly and Monthly Project Reports, Contractor Project Management Plan, Meeting Minutes/Notes, and inform all project strategies, plans, and deliverables
  • Support client directors/managers with high-level, cross-functional focus and assistance.
  • Create/support the development of high quality, senior executive-level deliverables.
  • Evaluate analytical results and develop new and adapted analytical techniques.
  • Prepare briefings, studies, and reports for presentation to senior executive level and senior client officials.
  • Provide performance analysis and process improvement using industry best practice methodologies and tools.
  • Demonstrate an awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.


Minimum Qualifications

  • 6+ years of relevant project management
  • Bachelor's degree
  • Coast Guard experience
  • Previous government consulting experience
  • Experience with Microsoft 365 Suite including SharePoint, and Teams
  • Active DHS badge and/or availability to obtain and maintain a public trust clearance
  • U.S. citizen/Legal authorization to work in the U.S.


Desired Qualifications

  • PMP certification
  • Lean certification
  • Experience in managing complex projects for a federal agency; DHS preferred
  • Ability to get up to speed quickly on complex issues
  • Desire to work in a fast-paced, rapidly evolving environment
  • Excellent ability to communicate (written and verbally) across most mediums and settings
  • Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation, and risk mitigation
  • Ability to manage, lead and motivate a small to mid-sized team of professional staff
  • Outstanding written, verbal, and presentation communications skills
  • Experience with business process and system improvement projects and efforts, including building organizational alignment around new systems and tools
  • Excellent project management skills and attention to detail; ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.

CG-761 has been tasked with establishing a single point of injection for C5I requirements for the entire Coast Guard. To accomplish this goal CG-761 is striving to become a process driven organization. The desire is to proficiently accomplish responsibility through documented, repeatable business processes that guarantee expected outcomes, are optimize to ensure efficiency, and allow performance to be measured against defined metrics. The end result is that office performance can be assessed against a professional standard, such as a Capability Maturity Model certification, which can be relayed to CG-761 stakeholders to provide assurances that their capability requests will be handled efficiently and professionally.
