Job Description:As part of the Overseas Security Installation Services (OSIS) contract supporting the Department of State (DoS), this position manages PME Field Operations, providing installation expertise and guidance. The Field Ops Manager serves the Subject Matter Expert (SME) for all aspects of project installation management. The Field Ops Manager will direct and provide leadership and oversight to Site Installation Managers, ensuring all installation teams are adhering to National Electrical Code, FAH requirements and other professional and industry standards as required, establishing the benchmark for best practices and techniques with a focus on quality craftmanship.Key responsibilities include: Oversight and leadership of field personnel, working directly with Site Managers. Provide guidance and practical expertise in design development and implementation, actively participating in all design, gate, schedule and material reviews. Review and assess RFCs and RFIs for accuracy and necessity prior to approving. Work directly with the Project Managers to establish an effective allocation of resources to accomplish project objectives while remaining mindful of budget and schedule. Collaborate with the Design Engineering team in order to ensure conceptual designs incorporate practical installation requirements. .Responsibilities:Actively participate in all senior management meetings to include client and corporate as required.Evaluate project installation task assignments to ensure efficient, safe and cost effective operations.Develop initial project installation schedules to be submitted with draft design to client.Work directly with Sr. Project Manager to review for accuracy all weekly project installation schedules, focusing on task timelines, critical path, resource allocation and potential impacts. Identify opportunities for schedule improvements.Actively participate in design and estimation reviews for projects, provide technical expertise with a focus on practical application of design, schedule and cost.Audit and analyze excess material lists for potential cost savings to client.Evaluate installation practices and techniques to identify areas for process improvements resulting in cost and schedule savingsAssist Project Managers to conduct post-installation evaluation to identify opportunities for improvement and lessons learned.Conduct active evaluation and assessment of current practices, post-project reviews and implementing changes as needed to ensure client and contract, industry and organizational objectives are being met.Manage hiring field personnel pipeline, conduct candidate interviews, assess technical skills of new hires prior to assignment to projects.Maintain communications with field teams, client and corporate leadership.Coordinate and/or lead technical training sessions for field teams. Training includes reviewing current safety standards, vendor demonstrations, incorporating Lessons Learned and other DoS standard changes.Collaborate with training personnel to track and address all contract and industry training requirements and that skill development requirements of field personnel are being met.Evaluate field personnel professional development and performance.Track and evaluate team performance in terms of quality of craftsmanship, professionalism in interactions with Post personnel and coworkers, adherence to corporate ethics training and other requirements.Ensure timely and accurate submission of corporate requirements to include daily timekeeping and expense reporting.Requirements:Must possess a minimum of 10 years of installation and/or construction management/team lead experience in a construction-based environment.B.S. degree in Construction Management or equivalent experience.Must have and demonstrate excellent oral and written communication skills. Ability to effectively explain complex technical situations, solutions and issues with lay people.Must be a US citizen and able to obtain and maintain a SECRET-level security clearance and ability to obtain a TOP Secret-level security clearance.Desired skills and experience:Overseas installation experience.Understanding of Department of State Construction and Security guidelines, procedures, FAH requirements.Project Management Professional (PMP) certification.Basic understanding of Project Management principles.Proficiency with MS PowerPoint, Office, Excel and Project; SharePoint and other collaborative softwareOn September 24, 2021, the US Government's Safer Federal Workforce Task Force issued "2021 Guidance for Federal Contractors and Subcontractors" mandating that Covered federal contractors, including Xator Corporation, and their employees shall be fully vaccinated for COVID-19.
