Job Summary/Duties:
The Capital Program Analyst supports the development and management of assigned capital programs or projects, including internal and cross-departmental projects. Provides support to managing the business project cycle and business cases, design, and project reviews, including the financial analysis and oversight of program deliverables, expenses, payment reviews, project compliance, and cost certifications.
Supports the development and management of workflows, innovative business intelligence tools, and processes to increase efficiencies, fiscal responsibility, and compliance. Assists management in accomplishing the goals of the Department of Strategic, Planning and Program Management (SPPM).

- Bachelor's degree in finance, accounting, public administration, business, management, or related discipline.
- In lieu of a bachelor's degree a high school diploma or GED and four (4) years of experience in financial or program management, budgeting, cost estimating, scheduling, management reporting or public administration.
Experience
- Four (4) years of progressively responsible experience in financial or program management, budgeting, cost estimating, scheduling, and/or management reporting.
Certification/Licensure

- PeopleSoft Financials; Procore; Hyperion
- Data visualization tools such as PowerBI and Cognos Analytics

ESSENTIAL FUNCTIONS
Depending on assigned programs/projects/budgets:
- Works with management in the development and oversight/monitoring of capital or operations program/project status and departmental procurement, budgets and forecast responsibilities, contract commitments, labor allocations, obligations, and expenditures and provides various status reports to management. . Develops and manages project initiatives, financial models, and scenarios. May recommend funding levels for budgets.
- Works closely with program/project managers, and other units within WMATA to support the criteria, standards, policies, and procedures of capital and operational projects and budgets as necessary and help ensure consistency and that WMATA complies with Federal Transit Administration (FTA) reporting requirements. Works within SPPM in ensuring alignment of standards and policies and procedures with those of WMATA and external stakeholder organizations.
- Verifies and reconciles vendors' supporting documentation in a qualitative review of Partial Payment Authorization forms (PPA) and validates the capital invoice payment packages prior to sending to Accounts Payable for payment. Acts as liaison between Program/Project Management, vendor, Budget, and procurement to resolve issues with payment packages and ensure compliance with WMATA payment policy and procedures.
- May present the Capital Payment Review process, the WMATA prompt payment policy, as well as budgetary, procedural, and software required to manage programs/projects and procurement to the program/project community and in Contracting Officer's Technical Representative (COTR) training or to help ensure understanding of the processes and FTA guidelines.
