Duties

Serve as government lead for day-to-day operations of the CAP-SAP Integration Team. The effort to integrate Intelligence Community (IC) Compartmented Access Programs (CAPs) and DoD Special Access Programs (SAPs) is at the direction of the DNI and Secretary of Defense. This critical effort will ensure alignment of IC and DoD compartmented programs and create the ability to comingle CAPs and SAP information on the same IT system to support policymakers and operational customers.

Support action officer and knowledge manager functions for IC-DoD CAP/SAP integration on policy, mission, access, and security issues.

Engage U.S. Government partners and senior IC and DoD leadership on CAP-SAP strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements.

Lead the development of strategic and operational guidance for CAP and SAP integration, including planning and implementation documents for the ODNI, IC, and DoD partners.
Assess progress towards objectives and determine how well the US Government and IC are postured for future requirements.

Prepare and present preparatory materials, briefings, reports, and presentations to ODNI leadership, senior policymakers, National Security Council staff, and other U.S. Government customers.

Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC and interdepartmental environments in order to coordinate strategy development activities and evolving priorities.

Develop and maintain relationships across the ODNI and DoD regarding the creation, use, and termination of CAPs & Special Access Programs (SAPs) and their integration into intelligence analysis, operations, and planning.

Engage counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives.

Collaborate with stakeholders to develop the roadmap for the strategic solution to compartmented collaboration.

Qualifications

Mandatory Requirements:

Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.

Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.

Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.

Demonstrated organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC and DoD.

Demonstrated ability to be proactive, maintain flexibility, and sustain momentum in changing or amorphous environments.

Demonstrated ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.

Extensive experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security.

Demonstrated ability in developing effective professional relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust

Demonstrated ability to balance responsibilities among competing priorities; including the ability to manage transitions effectively from task to task, and proven adaptability to evolving mission needs.

Desired Requirements:

Prior experience working with compartmented IC data in any mission field, to include analysis, operational or policy support, or access management.

Prior experience working with DoD SAPs in any mission field, to include analysis, operational or policy support, or access management.

Prior experience working with Executive Branch SAPs in any mission field, to include analysis, operational or policy support, or access management.
