Duties

The NCSC Enterprise Threat-Mitigation Directorate (ETD) serves the US Government and its public and private sector partners, providing guidance and advocacy to promote active, integrated mission practices that counter all aspects of adversarial and insider threats to public health and safety, economic security, and national security. ETD executes ODNI responsibilities under Executive Order (E.O.) 13587 by leading the National Insider Threat Task Force; National Security Presidential Memorandum 28 by leading the National Operations Security Program; Intelligence Community Directive 701 for Unauthorized Disclosures in the Intelligence Community; and by promoting a defensive counterintelligence posture among our public and private sector partners.

Lead the ETD Research & Analysis team and plan and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytic products, applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.

Research and communicate trends in risk mitigation, insider threat (InTh), operations security (OPSEC), defensive counterintelligence (CI), and unauthorized disclosures (UD) to organizational leadership, senior policymakers, and other senior U.S. Government officials.

Conduct substantive reviews of an extensive volume of written materials, and prepare or contribute to written and verbal products including congressional testimony or responses to inquiries, senior-level issue papers or briefings, and letters and memoranda.

Initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, DOD, federal partners, and policy committees and use these relationships to support analysis and share information of IC interest.

Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Qualifications

Mandatory Requirements:

Expert knowledge and relevant experience in one of the following disciplines: InTh, Security, CI, OPSEC, or risk mitigation practices.

Demonstrated knowledge of the roles and responsibilities of executive branch departments and agencies, as well as White House and congressional oversight bodies.

Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and U.S. Government and mission partners.

Superior organizational and interpersonal skills, including and superior ability to establish and lead IC-wide teams, and effectively and independently coordinate and lead collaborative efforts.

Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives.

Desired Requirements:

Familiarity with the National OPSEC Program.

Familiarity with EO 13587, NSPM-28, CI Enhancement Act of 2002, ICD701, and OPM Circular A-123.
