Duties

This position is located in the Department of Justice (DOJ), Executive Office for United States Attorneys (EOUSA), Legal Programs Office (Legal Programs). EOUSA provides executive and administrative support for the 94 United States Attorneys' Offices (USAOs) located throughout the 50 states, the District of Columbia, Guam, the Mariana Islands, Puerto Rico, and the U.S. Virgin Islands, and coordinates and directs the relationships
between the USAOs and other Department components and federal agencies.

The incumbent serves as the Program Manager for the Consolidated Asset Tracking System (CATS) and principal point of contact for implementation of all CATS related asset forfeiture policies, procedures, and activities within EOUSA and the USAOs. Asset forfeiture involves the investigation, identification, seizure, and forfeiture of the assets of criminals and their organizations. Typical work assignments will include:
  • Providing programmatic oversight and leadership and serving as EOUSA's and the USAOs' principal subject matter expert on all aspect of CATS.
  • Planning, developing, and implementing critical asset seizure and forfeiture recordation activities throughout EOUSA and the USAO community as it pertains to CATS.
  • Conducting in-depth programmatic studies which assess a district's asset forfeiture policies, priorities, procedures, and compliance relative to CATS, and makes recommendations to improve effectiveness as needed.
  • Promoting, assisting with, and overseeing implementation of any CATS related seizure and forfeiture initiatives, programs, or mandates by Legal Programs' Asset Recovery Staff, EOUSA, or the Department.
  • Serving as the EOUSA and USAO subject matter expert on all CATS-related administrative and technical program management activities.
  • Providing training to attorneys, paralegals, law clerks, and other appropriate support staff regarding the forfeiture program and on the usage and capabilities of CATS as it relates to monitoring asset forfeiture cases.
  • Analyzing and evaluating the USAO community need for CATS training and recommending and developing such training as appropriate.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • You must be a United States Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • You must meet all qualification requirements upon the closing date of this announcement.


Qualifications

GS-13: To qualify for the GS-13, you must have at least one year of full-time specialized experience at or equivalent to the grade GS-12 in the Federal Service conducting programmatic studies which assess an office's policies, priorities, and procedures, and makes recommendations to improve effectiveness; providing training to attorneys, paralegals, law clerks, and other appropriate support staff on the usage and capabilities of a program as it relates to monitoring cases. Examples include conducting in-depth programmatic studies which assess a district's asset forfeiture policies, priorities, procedures, and compliance relative to CATS, and makes recommendations to improve effectiveness as needed; providing training to attorneys, paralegals, law clerks, and other appropriate support staff regarding the forfeiture program and on the usage and capabilities of CATS as it relates to monitoring asset forfeiture cases; analyzing and evaluating the USAO community need for CATS training and recommending and developing such training as appropriate.

GS-14: To qualify for the GS-14, you must have at least one year of full-time specialized experience at or equivalent to the grade GS-13 in the Federal Service conducting programmatic studies which assess an office's policies, priorities, and procedures, and makes recommendations to improve effectiveness; providing training to attorneys, paralegals, law clerks, and other appropriate support staff on the usage and capabilities of a program as it relates to monitoring cases; developing policies and procedures to be followed by attorney and support staff in fulfilling mission requirements; implementing innovative plans and initiatives to address emerging issues. Examples include conducting in-depth programmatic studies which assess a district's asset forfeiture policies, priorities, procedures, and compliance relative to CATS, and makes recommendations to improve effectiveness as needed; providing training to attorneys, paralegals, law clerks, and other appropriate support staff regarding the forfeiture program and on the usage and capabilities of CATS as it relates to monitoring asset forfeiture cases; analyzing and evaluating the USAO community need for CATS training and recommending and developing such training as appropriate; planning, developing, and implementing critical asset seizure and forfeiture recordation activities.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
