Duties

HIS IS A DIRECT HIRING AUTHORITY (DHA) ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act for Fiscal Year 2020 amended section 9905 of title 5, United States Code (U.S.C.), to permit the Secretary of Defense to noncompetitively appoint qualified candidates to certain positions in the competitive service in the DoD without regard to chapter 33, subchapter I of title 5, U.S.C., other than sections 3303 and 3328. For purposes of this policy, sections 3321, 3323, and 3326 of chapter 33, subchapter I of title 5, U.S.C., and corresponding Code of Federal Regulations provisions will continue to apply.

Incumbent typical work assignments vary according to the grade level and may include duties such as the following, depending upon the sub-organization:
  • Performs a wide variety of carpentry duties to include framing and Sheet-rock repair, painting, caulking and glazing where accuracy, close fit, structural soundness and appearance are essential )e.g., framework, rafters, doors, finished paneling, windows, interior and exterior trim, staircases, trusses and beams).
  • Performs all tasks, as an asbestos worker, related to the safe Abatement/removal of asbestos material such as: soaking, spraying, scraping, bagging, containerizing for transport, vacuuming, cleaning and spraying of encapsulates (paints and sealants), and erection and dismantling of asbestos personnel decontamination station.
  • Assembles materials at the job site for concrete work and finishing.
  • Erects structures or partition walls using concrete block, steel and mortar as required.
  • Performs a variety of repairs to the locking devices, horizontal tracing both bottom and top roller guides, vertical locking devices and all other components parts of extra large doors.
  • Performs maintenance mechanic duties which involves at least two trades used to upkeep buildings, grounds, fixtures, structures and utilities.

Qualifications

Performing common tasks of a Maintenance Mechanic, under close supervision of a supervisor or lead. Have received some training which equipped employee with the knowledge and ability in performing maintenance mechanic duties involving at least two trades for the purpose of building upkeep and maintaining grounds.

Job Elements:
Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements:
  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Technical Practices (theoretical, precise, artistic)
  • Use of Measuring Instruments
  • Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading)
  • Ability To Use and Maintain Tools and Equipment
  • Knowledge of Materials
Physical effort/requirements:
Works on hard surfaces or at benches or where material is on supports. May work from ladders, scaffolding and platforms, and where the parts of the systems worked on are in hard to reach places. Required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Frequently lifts, carries, and sets up tools, equipment, and parts that weigh 50 to 100 pounds.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
