Duties

This position offers the opportunity to work in a maximum telework capacity as authorized by the agency.

This position is located in the Office of the Chief of Staff, Office of Strategic Analysis and Results (OSAR), Strategic Project and Initiatives Directorate (SPI). SPI oversees the OIG's strategic and annual plans, leads the development of top management challenges for the EPA and the CSB, and initiates projects to identify best OIG practices.

Responsibilities


The ideal candidate will perform the following duties:
  • Overseeing complex projects by collecting and analyzing data to respond to OIG and Agency requirements and needs consistent with the Office of the Chief of Staff's SPI functions, authority, responsibilities, and goals by responding to requests and obtaining information from OIG and Agency staff and their stakeholders;
  • Supervising strategic and annual planning efforts OIG-wide to ensure establishment and alignment of strategic performance goals and targets- Developing the OIG's Strategic and Annual Plans and ensuring the codification of those plans into documents made available to the American public;
  • Leading reviews of OIG programs, processes, and procedures- extensive coordination with Senior Leadership and the general workforce may be necessary in support of the reviews;
  • Researching and evaluating issues and conditions in relation to criteria and intended outcomes to determine appropriate approaches and action; and
  • Responsible for knowing and communicating the status of all work efforts within the team when called upon but at minimum in a written status report on a bi-weekly basis using format provided by Director.

This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you may be required to complete a Confidential Financial Disclosure Report, OGE-450. You may need to provide the information annually.

Depending on your status, this position may require serving a 1-year supervisory probationary period.

You must meet time in grade requirements within 30 days of the closing date of this announcement.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-13:

1) Demonstrate advanced knowledge of annual and strategic planning for an audit organization to include the analysis of complex information, performance data, and risk assessment. Develop strategic goals, performance measures, and reporting processes;

2) Ability to identify process deficiencies and inefficiencies and develop process improvements. Process improvements may require knowledge of IT systems, such as SharePoint, Power BI, and advanced Office 365 functions;

3) Analyze large quantities of information, from multiple sources to develop high-quality, concise analysis and recommendations in written and oral form; and

4) Brief senior leadership on findings and rewriting and reviewing written work products.

Education

All applicants must meet one of the following requirements to qualify:
  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
