Duties

• Serve as a recognized technical authority and adviser regarding biomedical research management and legal agreements governing medical research collaborations.
• Serve as a subject matter expert regarding the regulations and current laws governing medical technology transfer agreements and the impact of changes in legislative and regulatory requirements.
• Create and analyze complex technology agreements,
• Develop substantive agreements and medical research management plans.
• Develop and revise medical research policies to ensure alignment with the latest advances in Technology Transfer and Research Management.
• Primary advisor for training regarding medical technology transfer agreements and research management.
• Make assignments, review work accomplishments as necessary, and render administrative and/or technical advice and guidance on unusual, controversial or complex problems.
• Review and rate performance, initiate personnel actions, approve leave, interview and make selections of new employees, provide for necessary training, and settles employee grievances.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

Basic Requirement for Technology Transfer Specialist (Health Science):

Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes negotiating, revising, and executing biomedical or human research (non-animal) agreements such as Cooperative Research and Development Agreements and Material Transfer Agreements, and legal agreements; monitoring the transfer or protection of intellectual property; and processing medical technology transfer agreements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
