Duties

The Office of Communications (OC) ensures that the image of and information about the Library are accurate and reflect the mission of the organization. It fosters and increases public awareness of the Library, defines and targets audiences for its public affairs programs, and assesses the effectiveness of those programs.

The incumbent of this position has primary responsibility for and manages the Library's marketing program, with an emphasis on developing awareness of the Library with new audiences. He/she also plans, designs and executes strategic advertising plans to educate the public about events, exhibits, and opportunities to engage with the Library, and advises programs and units across the Library on marketing strategies and opportunities and facilitates the development of advertising plans across the institution.

Plans, designs and executes marketing strategies focused on raising awareness about the Library's collections, events and exhibits and building public support for the Library's goals and mission. Establishes and manages policies, programs, and procedures governing the Library's marketing plans, which may be initiated by offices across the Library to ensure that all Library funds spent on marketing follow all appropriate policies, law and regulation. Identifies, develops and coordinates marketing and media partnership opportunities with other cultural institutions, libraries and organizations that can amplify awareness of high priority Library collections and programs.

Reviews, analyzes, compiles and edits reports that clearly communicate the results of the Library's marketing efforts, using quantitative and qualitative measures. Evaluates advertising plans and makes recommendations to improve and enhance future marketing efforts.

Supports executive-level and Library-wide internal communications for the Library; prepares audience focused content to ensure employee awareness of important Library initiatives, operational issues and other high priority projects and events.

Collaborates actively with media relations, social media and other specialists in the OC to support the development of comprehensive communications plans that include appropriate marketing opportunities.

Plans, develops and implements marketing strategies for highly visible Library programs, including the National Book Festival, major exhibitions and other venues and events. Advises Library management on potential impact of marketing policies and decisions, recommending actions to correct misperceptions and enhance public understanding.

Cultivates and maintains frequent contacts with Library management and staff across Library service units to keep abreast of activities and events and develop clear and well-designed messages for use in marketing and public affairs content. Maintains awareness of management decisions and Library developments through a variety of means, including representation on various committees and working groups.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to plan, create, implement and evaluate marketing content.**

Knowledge of communication and public affairs principles, methods, and techniques. **

Ability to communicate in writing. **

Ability to interact collaboratively with others to provide consultation liaison services.

Knowledge of the culture, media, and practices of organizations such as government agencies, non-profits, and/or cultural institutions used to promote, analyze and publish social media content.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.

The Library of Congress may offer repayment for all or part of federally insured student loans. However, not all service units within the Library of Congress participates in the repayment of federally insured student loans. Therefore, determination to repay a federally insured student loan is subject to approval by the appropriate service unit.

A "Not to Exceed" (NTE) status is used to identify an appointment with a specific ending date. However, the Library has the right to separate a NTE employee at any time due to either performance issues or budget constraints.
