Duties

  • You will administer architectural-engineering contract negotiations to verify the basic project objectives will be meet within established cost limitations.
  • You will review projects for adequacy of proposed final design, possibility of more economical final design, and method of construction.
  • You will review engineering plans and specifications to ensure constructability and contractibility, compliance with applicable laws and regulations, availability, or suitability of specified materials, suitability of design for intended use.
  • You will coordinate civil engineering matters involving Architect-Engineer firms, design-build contractors, officers and other representatives from various commands and activities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Incumbent will proactively pursue completion of training required by the CI Community Management Plan and the employee's Individual Development Plan (IDP).


Qualifications

For the GS-13 only: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position requires current registration as a Professional Engineer by any state, the District of Columbia, Guam or Puerto Rico. Note: You must submit a copy of your license with your application.

For the GS-13:In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction documents (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including civil engineering design (site grading, stormwater management & erosion control) drawings, plans, specifications, and design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications as well as requirements for state/local regulatory agencies; 3) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts; 4) Acting as a mentor to junior civil engineering staff within the agency; 5) Applying knowledge of DOD or other federal contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 6) Preparing government or other related estimates for A-E and/or construction contracts, including assessing work of engineering disciplines.

For the GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing design analyses and calculations for civil projects and assisting in the preparation of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types; 2) Preparing statements of work, government estimates of fee, and developing pre-negotiation position for projects designed by A-E contract; 3) Tracking the progress of projects to ensure they are kept within construction budgets and that the drawings and specifications are completed within allotted design schedules; 4) Applying knowledge of DOD or other federal contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 5) Assist with the reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications as well as requirements for state/local regulatory agencies.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
