Overview: Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Deputy Vice President to lead its State Alliance Development team, developing and driving strategy and program execution to further state legislative goals, and position the industry for success in state capitals throughout the country. This individual will be the lead interface for the Alliance team with State Advocacy leadership, will directly manage a team of five staff members, a condensed region of states, and will be responsible for State Alliance budget planning and management. The Deputy Vice President will report to the Vice President/State Alliances and Strategic Programs and will work closely with colleagues PhRMA-wide. Responsibilities/Qualifications: The Deputy Vice President will: Direct PhRMA's third-party engagement on state legislative issues, leading a team of five staff members and a 50-state consultant network in developing partner relationships and executing successful third-party engagement strategies on state legislative issues;Manage a portfolio of state issues and communicate priorities, areas of focus, progress and results to Alliance Development leadership, PhRMA management and member companies;Develop, maintain, and manage relationships with colleagues in Alliance, State Advocacy, Public Affairs and other internal departments to optimize collaboration and to inform the strategy of the State Alliance Development team;Work with members of the Alliance team and issue leads from other departments to develop strategic plans and execute activities at the state level, which may include national and state third party engagement and activation, managing message output, and earned media activities;Drive local state legislative champion development efforts including: leading prioritization and plan development across states and programs; managing the Roadmap to Health and STEM Talent Pipeline Grant programs, and work closely with We Work for Health, the Rx Abuse Leadership Initiative and other partner programs; developing and executing new program concepts and evolving existing programs to give back in communities; and, track and communicate overall program successes and impact to PHRMA leadership and companies;Design, implement, and oversee State Alliance department budgets, consultant contracts, expenses, and third-party grants;Manage the work of the state alliance team, and maintain a condensed region of 3-4 states in which s/he will be directly responsible for all alliance activities; andPerform other duties as assigned.Key Success Factors PhRMA seeks a collaborative, proactive, self-starter who is passionate about access to medicines and addressing the healthcare challenges we face today. The preferred candidate will have demonstrated success in developing and implementing strategic alliances and will be adaptable, a creative problem solver, be able to reprioritize/shift gears quickly and be comfortable in a high-pressure environment. Excellent interpersonal, communication and diplomacy skills are a must as is the ability to synthesize, simplify and translate complex and controversial healthcare issues to broad audiences. Professional Experience / RequirementsBachelor's degree in Public Policy, Political Science, Public Affairs or related field;A minimum of 10 years of experience in grassroots mobilization, coalition development, public affairs and/or media relations; Demonstrated knowledge of federal and state legislative and regulatory processes; Experience engaging with or working in the pharmaceutical industry; andPhRMA requires all employees to be fully vaccinated against COVID-19 before entering a PhRMA office, unless an exemption applies.
