Overview Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people. Credence and its partner, the Public Health Institute (PHI), are both employers for the Global Health Technical Professionals (GHTP) project which provides expertise in support of USAID global health programs. The hiring of this position will be through the PHI and as such the selected person will become a PHI employee. Summary Statement The Research, Technology, and Utilization Division (RTU) of the Office of Population and Reproductive Health (PRH) provides technical leadership in building scientific and empirical knowledge and ensures its use in the design and implementation of effective, efficient, high-quality family planning and reproductive health (FP/RH) programs. The objectives of RTU's research program in Family Planning and Reproductive Health are to provide new and/or improved technologies; improve the quality, accessibility and cost-effectiveness of family planning and related reproductive health care services; strengthen developing country institutional capabilities to use research to diagnose and solve service delivery problems; and enhance the dissemination and utilization of research results. To achieve these broad objectives, the RTU Division is organized into two teams: Biomedical Research & Development and Implementation Science. The Division's Biomedical Research & Development Team manages a complex portfolio focused on four key areas: Refining existing contraceptive methods to make them more acceptable, affordable and accessible; Developing new contraceptive methods that fill gaps in the existing method mix; Evaluating the overall health impact of contraceptive use; and Developing new multipurpose prevention technologies that provide simultaneous protection from unintended pregnancy, HIV, and other sexually transmitted infections (STIs), and possibly provide other health benefits. The Biomedical Research & Development portfolio includes applied research, pre-clinical studies, clinical trials, pre-introductory studies and post-marketing surveillance carried out by a range of Cooperating Agency partners. The RTU Division maintains close working relationships with other United States Government Agencies involved in research & development (eg, the Food and Drug Administration, the National Institutes of Health), United Nation Agencies (eg, the World Health Organization) and private sector (eg, the Bill and Melinda Gates Foundation and pharmaceutical industry partners). Job Requirements The Biomedical Program Advisor will assist the Biomedical Team Lead and Biomedical Research Advisor in developing technical guidance and resources for the RTU Division, PRH Office, GH Bureau, Agency, and its partners. The Biomedical Program Advisor will work closely with the Biomedical Research & Development Team to advance USAID's technical programming in the areas of reproductive biology and contraceptive technology, as they relate to the R&D, introduction, provision and use of new and refined contraceptive technologies, of MPTs for prevention of unintended pregnancy and STIs, including HIV, and establishing goals and objectives for USAID- supported research in these areas. As a member of the RTU Division, the Advisor will work collaboratively with colleagues in other technical offices in the GH bureau. The Advisor will receive day-to-day guidance from the Chief of the RTU Division. Responsibilities Supporting the Biomedical Research & Development Team in providing technical oversight to its projects. This may include assisting in the development of programmatic guidance; reviewing subproject proposals; working with the Biomedical Team Lead and Research Advisor on the design and methodology of proposed research; assisting in the coordination of protocol reviews; assisting with monitoring and coordination of research activities and technical initiatives with other stakeholders; field site visits for project development and assessments; and assisting in the development or undertaking of evaluations and reviews. Supporting the Biomedical Research & Development Team with developing new and innovative research strategies, including around product criteria and milestones for new contraceptives or MPTs. This may include assisting with the coordination of technical meetings focused on product development; participating in site visits to research facilities; disseminating information regarding progress in these areas; presenting this research at domestic and international scientific meetings; and assisting the Biomedical Research and Development Team in working with international donors or other normative bodies to determine pathways for emerging USAID technologies to maximize impact at the country level. Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development. Complete and execute and Individual Learning and Training Plan and Annual Work Plan. Qualifications Master's degree and 5 years relevant experience or Bachelor's degree and 7 years relevant experience in biomedical engineering, biology, pharmaceutical sciences, and/or public health. At least 5 years of professional experience with two or more technical disciplines (such as HIV, monitoring and evaluation, performance improvement, etc.); job duties/responsibilities generally related to PD requirements. Experience in public health, with two years' experience in an international or resource challenged setting. Strong interest in family planning, contraceptive technology, and R&D. Regulatory experience is desirable, but not required. Understanding the work of major national and international organizations and foundations that support research and knowledge management in FP/RH (eg, USAID, NIH, WHO, Gates Foundation, FP2020 and their respective partners). Excellent research and analytical skills. Excellent verbal and written communication skills. Strong interpersonal skills. Ability to multitask in a complex environment. Ability to work effectively within time constraints, individually, and as a member of a team. Ability to travel internationally. US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required.
