The duties and responsibilities for a 0501 Financial Specialist generally include, but are not limited to, the following:
  • Using a financial management system to input, adjust and analyze financial data.
  • Advising on financial analysis procedures and regulations as it pertains to billing, collection, and reporting of fees received by the agency from debtors in the bankruptcy system.
  • Reviewing and recording a high volume of financial transactions to the automated accounts receivable system including lockbox payments, debt referral and write-off, and correcting entries.
  • Ensuring accounts receivable program encompasses the billing, collection, and reporting of fees received by the agency from debtors in the bankruptcy system.
  • Monitoring compliance with agency and other Federal rules and regulations governing the oversight of the accounts receivable program.
  • Analyzing cases submitted for write-off or referral to Treasury for accuracy and completeness. Generating notices to debtors regarding fee balances and Treasury referrals.
  • Serving as the point of contact for all quarterly fee related field office inquiries, and provides timely, accurate, and professional proactive and reactive assistance, including functional management reporting.
The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Organizations may also add 'other duties as assigned' once you are hired, based on what is included and allowed by the position description.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.

Qualifications

To qualify for the position of Financial Specialist at (GS-0501-9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

To Qualify for GS-0501-09, you must have at least one of the following:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service using a financial management system to input, adjust, and analyze financial data; Advising on financial management procedures and regulations; AND, Performing special audit studies, or reviews to determine reliability and accuracy of accounting reports and financial statements.

B. Master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

C. Some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

To Qualify for GS-0501-11, you must have at least one of the following:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service using a financial management system to input, adjust, and analyze financial data; Advising on financial management procedures and regulations; AND, Providing financial and budgetary advisory services to senior management and customers regarding the full range of financial management services.

B. Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

C. Some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

To Qualify for GS-0501-12, you must have at least one of the following:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service analyzing financial activities or developing functional logic for revisions to automated financial management systems that support the accounts receivable program; Overseeing the accounts receivable program which encompasses the billing, collection, and reporting of fees received by the agency from debtors in the bankruptcy system.
