Duties

  • Reviews FOIA and PA requests received by the region. Ensures that Freedom of Information Act (FOIA) and Privacy Act (PA) requests are processed in accordance with applicable regulations, laws, policies, and procedures.
  • Independently analyzes FOIA and PA requests and determines the appropriate response. Makes preliminary determinations of exposure for a wide variety of materials, including but not limited to witness statements and personal financial data. Reviews all applicable laws and regulations to determine the proper exemptions to be used.
  • Redacts documentation in accordance with all applicable guidance and regulations to ensure that only releasable OSHA inspection information is released.
  • Provides guidance to private sector employees, labor representatives, employees, interested parties, and administrative staff on interpreting FOIA/PA guidance, rules, and regulations.
  • Actively keeps abreast with changes to FOIA/PA regulations.
  • Independently prepares the annual Region FOIA report for the OSHA National Office tracking all regional FOIA activity.
  • Tracks and follows up on the nonpayment of FOIA charges.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.

Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

In order to qualify for this position, applicants must meet the specialized experience requirements: Applicants must meet either the specialized experience OR substitution of education for specialized experience described below:

Specialized Experience: One year of specialized experience equivalent to the GS-07 that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Examples of specialized experience include:
  • Interpreting and applying statutory requirements of both the FOIA and Privacy ACT.
  • Redacting records and documents in response to FOIA requests.
  • Preparing summaries and reports with responsibility for accuracy, citation, format and conformance to appropriate regulations.
  • Utilizing communication techniques to represent an agency in responding to FOIA requests from customers, such as other Federal agencies and councils, employer/employee groups, labor organizations, national industry organizations, interagency, media and special interest groups.
  • Collecting factual information, identifying data from collected information, and selecting solutions from alternatives in guidelines and precedent cases.



Education
