Duties

This position reports to the Partnerships and Community Assistance Program Manager and is responsible for coordinating the region's partnership activities, ensuring they comply with the National Park Service partnership principles and policies.
  • Develop and review partnership agreements (including philanthropic agreements and general agreements) and annual workplans between the NPS and a variety of entities including nonprofit organizations and government agencies, ensuring agreements comply with agency policies and guidance.
  • Assist park superintendents and park partnership staff in maintaining successful external partnerships by interpreting agency policy and advising on appropriate legal instruments to facilitate partnership activities.
  • Develop and maintain guidance documents, standard operating procedures, and tracking systems for effective administration of regional partnership program, including working closely with the regional comptroller's office to develop procedures to track and administer regional donation accounts and to develop best practices for parks to document, file, and track donations.
  • Develop and deliver partnership training and resources to internal and external audiences through a variety of communications tools including: in-person and virtual presentations, infographics, partner success stories/articles, monthly newsletters, interactive video calls, and workshops.
  • Serve as a liaison with the Washington Support Office (WASO) Office of Partnerships & Philanthropic Stewardship and other regional partnership coordinators to help develop and update national partnership guidance, processes, and tools and to ensure that National Capital Region partnerships align with national priorities and guidance.
Duties will be developmental in nature when filled below the full performance level.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-11 grade level , you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing assistance and guidance on partnerships, financial reporting, partnership agreements to authorize work between government agencies and non-government entities; working with systems for organizing, monitoring, and tracking administrative and financial records and providing virtual training. You must include hours per week worked. -OR-

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or possess an equivalent combination of education and experience.-OR-Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience equivalent to GS-09 (50 percent of the experience requirement) and 45 semester hours or 68 quarter hours of appropriate directly related graduate education (50 percent of the education requirement).You must include transcripts. -OR-

To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Advising management on partnership policy, building positive working relationships among diverse organizations and individuals; providing technical assistance and guidance on complex partnerships, financial reporting, partnership agreements and other legal instruments to authorize work between government agencies and non-government entities; developing systems for organizing, monitoring, and tracking administrative and financial records and operating procedures, and developing and delivering virtual training on technical and policy related subjects. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

The regular work area is adequately lighted, heated/cooled, and ventilated. Occasional field trips and travel to NCA parks and other NPS or partner offices are required.
