Duties

Serve the IC as one of the Data Security leads and Senior Data Security Engineering Advisor within the IC CIO's Cybersecurity Division and to the IC Chief Data Officer and
IC Chief Information Security Officer.

Perform work on complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project.

Lead the drafting and coordination of all IC CIO technical specifications, and policies, in accordance with IC's Enterprise Architecture to ensure security practices are streamlined and then integrated into transformed business practices.

Deconflict complex functional requirements into underlying technical requirements and recommend "best fit" allocation of those requirements. Develop technical and systems requirements.

Conduct technical research on such topics as operational guidelines, best practices, and international standards, and develop procedures for installation of hardware, software, or network components.

Formulate integrated policies and implementation guidance for audit enablement principles to guide the IC to mature the Enterprise Audit Framework and Federated Architecture delivering secure technology decisions.

Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers.

Research and define mission needs, life cycle of data, and the protections needed for provenance, pedigree, and access control of data and metadata in the enterprise environment.

Cultivate and maintain productive working relationships with security colleagues, Central Intelligence Agency (CIA) counterparts, and ODNI senior leadership to share information of interest, explain the specifics of security programs and procedures, and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.

  • Appointment is be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Expert knowledge in data and metadata topologies, analytics, and services for enterprise environments.

Expert knowledge of design, development, and interconnectivity in problem analysis, structured analysis and design, and or programming techniques.

Expert ability to monitor trends in development, including the ability to assess the viability of competing technologies and recommend the adaption of emerging technologies.

Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; demonstrated ability to tactfully express ideas or opinions to senior leaders, customers, contractors, and other stakeholders.

Desired Requirements

Experience: One year of specialized experience at the next lower GS grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving).

Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Salary Determination:
- The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
- For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
