Duties

  • You will serve as webmaster, website architect, and web developer to lead website redesign, develop website applications, and provide user support.
  • You will create and enforce institutional web policy for website creation.
  • You will perform server security scanning including annual DON Web Site Self Assessments and support of security initiatives like STIG requirements, IAVAs, and NNIC inspections.
  • You will complete daily server maintenance and statistical analysis including upgrades of services such as Apache, PHP, and Perl on Solaris, validating application functionality, collecting and analyzing usage and performance statistics.
  • You will evaluate new Internet services and technologies and plan for future server migration(s).

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 within 12 months of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, testing and maintaining database-driven web applications (i.e., PHP, MySQL, etc.); 2) Diagnosing and resolving complex programming problems and issues; 3) Producing detailed and informative website analytics reports and dashboards; and 4) Creating user-friendly and interactive website content with jQuery or similar frameworks.

IT-related experience demonstrating this competency include: Establish a good rapport and effectively communicate with customers, coworkers and supervisors.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshooting and resolving technical problems with the design and delivery of Internet services.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

The employee will participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays if an emergent situation arises.

The employee may be required to work additional hours if an emergent situation arises.

A forty-hour work week is typical of this position.

Recruitment incentives may be authorized to eligible new hires.

Physical Demands: The work is generally sedentary. Vision must be adequate to permit prolonged work with LCD monitors.

Work Environment: Work is performed in a typical office setting with the incumbent observing normal safety precautions. Travel may be required within or outside the local region
