Duties

Provide leadership, integration, and engineering expertise in the IC Reference Architecture Framework and process to ensure consistent, repeatable, and verifiable results; fostering IC ownership towards the achievement of desired outcomes in an integrated environment.

Leads a team to provide technical integration guidance, oversight, and facilitation to SMEs and Integrators of Intelligence Mission and Business Applications, services, tools, and data to be hosted in the IC Information Environment.

Provides technical inputs to Compliance Maturity Assessment Framework (CMAF) milestone reviews.

Provides end-to-end and leads systems engineering analysis to ensure compliance and resolve issues for key IC IT programs.

Facilitates the analysis, planning, resource allocation and strategy for system enhancements, new technology insertion and divestment decisions for legacy system.

Provides the engineering analysis, documentation, and activities needed to support release and deployment of services and systems.

Oversee the design, evaluation, selection, implementation, and support of development and production support tools and platforms.

Leads the development of interoperability test plans, building upon the component test plans developed by the service providers; coordinates the testing of new capabilities with other elements to ensure that all equities are covered in the test process; serves as the independent validation and verification test director, conducting the technical functionality testing and coordinating the activities of other elements as they conduct analysis and accreditation testing and the user functionality testing.

Leads a team of professional staff and assess performance, collaborate and oversee goal setting, and provides feedback on professional development.

Must be a current permanent ODNI employee.

Qualifications

Expert understanding of systems specifications and design.

Expert knowledge of one or more IT specialties (hardware, software, networks); broad knowledge of other related disciplines.

Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.

One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving).

Experience in the integration of disparate systems or solutions.

Experienced in cross community complex programs and making expert recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs.

Expert ability to quickly identify and apply new technologies, methodologies, and technical languages.

Desired Requirements

Experience in the development and implementation of Reference Architectures.

Certifications/Licenses: FAC-C P/PM or equivalent PM certification; DOD Level III PM certification.

Certification as an IT architect or enterprise architect from the Open Group, FEAC , or other industry recognized IT architecture certification program preferred.

Education

Bachelor's degree in business, computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Desired Education

Master's degree in business, computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
