This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of Nursing and Public Health, Office of the Director. The duty location for this position is in Rockville, MD.

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.

Major Duties

As a Supervisory Nurse Consultant and Division Director, you provide management expertise, direction and leadership to a national program of support for nursing practice and education, with the overall objective of improving the quality of health care and nursing service in the Nation.

Your major duties and responsibilities will include:
  • Serving as principal advisor to the Director, Bureau of Health Workforce and the Administrator, Health Resources and Services Administration, on strategies and decisions regarding national policy with regard to support of nursing practice and education.
  • Serving as the recognized expert for nurses nationwide on nursing needs and resources.
  • Planning, administering, coordinating and evaluating all aspects for the programs of the Division of Nursing and Public Health in terms of its impact on nursing nationwide.
  • Initiating and implementing modifications for the programs of the Division of Nursing and Public Health that will improve the quality of health care nationally, and will assure appropriate integration of nursing with other health disciplines in the mutual achievement of, organizational goals.
  • Negotiating and collaborating with government personnel, professional associations, official and voluntary institutions and agencies to bring about consensus regarding modifications in nursing practice and education resulting from changes in the health care delivery system and on program planning, interpretation, and implementation.

  • One year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:

OPM's Basic Requirements for Nursing Series, 0610

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. You must provide an SF50 dated September 2017 or earlier that verifies you occupied a 0610 position.

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education , Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education , or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

In addition to meeting the above requirements, in order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
  • Providing technical assistance to internal and external stakeholders related to methods, strategies, etc. to improve nursing practices, education and health care delivery system outcomes.

OR
  • Leading or supervising the evaluation and implementation program policies and guidance designed to enhance the effectiveness of clinical aspects of nursing education practices and programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement.
