Title:Sr. Manager, Government Property ManagementKBR's National Security Technology business group (NTG) is seeking a Sr. Manager, Government Property.KBR Government Solutions delivers full life cycle professional and technical solutions that improve operational readiness and drive innovation. KBR's areas of expertise include engineering, logistics, operations, science, program management, mission IT and cybersecurity.The Sr. Manager, Government Property Management will be responsible for ensuring property control activities, and accountability of government property, are in compliance with policy and FAR Part 45 property and FAR 52.245-1 regulations. The Property Manager is responsible for the execution of property management functions at multiple KBR and affiliate sites. The candidate will provide oversight to a diverse group of property and project professionals responsible for US Government and other Customer owned property management. The manager will ensure compliance with KBR's Code of Conduct and Corporate/Functional policies and procedures.This position will be responsible for overseeing management systems and processes to ensure contractual and continual accountability of government, customer, and company assets while in the possession of KBR. This management position is also responsible for external interface with DCMA and Government customer points of contact with respect to Government Property matters.Job Duties/ResponsibilitiesJob duties and responsibilities may include but are not limited to the following:Ensures assets are managed throughout their life cycleEnsures Government Property Management System and process is compliant with requirements and regulations (eg FAR 245, DFARS 245) and company policesMaintain Property System in approved/adequate statusResponsible for Business Unit/Sector Government Property Management Policies, Procedures, and FormsIncrease value by driving efficiencies through strategically aligned property resources, processes and systemsWorks with management teams within the division, sector, or project to develop innovative solutions for complex processes and issuesEnsure the company stays ahead of changing industry and Government Compliance trends related to property management and promote better understanding of the property organization's role throughout the companyAdvises management of critical project completion dates. Develops and recommends alternative schedules.Has Oversite and assists in the management of property functions and operations for each site with the Business Unit. Attends and supports EAC meetings and PMR and IPT meetings as applicableUtilize established business tools and metrics to ensure operational vitalityPerforms data analysis and self-assessments to mitigate asset business system risk, identify opportunities for improvement and plan for resource requirementsSupport government audits and internal contractor self-assessments to identify non-compliances and implement corrective actionsActs as the focal interface regarding the Property Management Operations (Receipt, Storage, Disposal) with government agencies, customers, and company management on topics that relate to Asset/Material ManagementResponsible for the overall review, management, and submittal of all excess and Loss into Procurement Integrated Enterprise Environment (PIEE)Works collaboratively with other Business Unit Government Property ManagersBasic Qualifications:Bachelor's degree with 12 or more years of progressive experience in Government Property/Asset Management or related field, 3 years of which should be in management or in lieu of degree, 15 years of related Specific Property Control contract required experiencePossesses strong leadership and communication skills, ability to counsel, coach, train, develop, and motivate staff of professionalsAbility to work with diverse levels of internal/external customers, ie, DCMA, Prime Contractors, DoD personnelAbility to identify Government Property System deficiencies and develop and project management support to execute effective Corrective Action Plans and validate effectiveness of those plansUnderstanding of Government Property administration principles, theories and concepts as well as a solid working knowledge of FAR 52.245-1, 45, and DFARS 245.6, 252.245-7003 and other applicable FAR, DFARS, DoD regulationsMust be able to travel domestically and internationally to support Government Audits, Internal Self-Assessments, Inventory, Training, or other requirements as assignedSelf-starter; ability to work independently with a minimum of supervisionStrong PC skills especially with Microsoft Office applications including Word, Excel, and PowerPointFamiliarity with Property Management Systems similar to CostPointAdvanced presentation skillsPreferred Qualifications:Current Certification as a Professional Property Manager (CPPM) preferredKnowledge or understanding of MMAS, ISO/AS9100, and SOX standards that impacts asset managementFamiliarity with Costpoint, other ERP, or Property Management SystemsActive US Secret Government Clearance preferred, but not necessarySecurity Clearance Required:Active TS/SCIAbility to obtain a Common Access Card (CAC)In compliance with the US federal government's vaccine mandate, only candidates who are fully vaccinated for COVID-19 or have a reasonable accommodation or approved medical exception will be considered for this position.KBR is an equal opportunity employer.
